Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Construction Control Representative. You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment. This position is concurrently open to Merit Promotion eligibles under Announcement Number BOR-UCB-25-12649412-MP-OPM. You are required to maintain a valid state motor vehicle operator's license in order to operate a Government-owned or leased truck, SUV, or sedan. Failure to maintain a valid State Driver's License at all times will result in removal from the position. Your resume must clearly describe your relevant experience. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying: Specialized Experience for the GS-10: Applicants must have at least one (1) year of specialized experience comparable in scope and responsibility to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing at least two (2) of the following: 1) performing inspections using methods and practices related to heavy civil construction projects such as pumping plants, power plants, dams, water treatments plants, etc.; 2) utilizing qualitative and quantitative analysis to monitor and evaluate the use of materials as laid out in the contract; 3) conducting safety inspections and condition surveys of structures and facilities such as buildings, dams, bridges, or utilities according to agency requirements; and/or 4) informing the Contractor Officer Representative (COR) and the Supervisory Civil Engineer of any unsafe conditions or practices on the job site Specialized Experience for the GS-11: Applicants must have at least one (1) year of specialized experience comparable in scope and responsibility to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing at least three (3) of the following: 1) observing and/or investigating construction at all stages to identify and report potential problems; 2) recording changes and modifications to contract drawings and specifications for use in the preparation of as-built drawings at completion of construction; 3) enforcing the applicable provisions of an organization Safety and Health Standards, Occupational Safety and Health Administration (OSHA) safety standards; and/or 4) reviewing plans and specifications for water resources construction projects Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Physical Demands: Work requires frequent walking, climbing, stooping, bending, and frequently may require more than eight hours in a day and may include shift work. Work in adverse weather conditions is required. Work involves walking of access and maintenance road embankments, raw and finished water pipeline alignments, descending and climbing ladders to inspect structures that may be in confined spaces such as collector well bottoms and pumps to depths of 30-feet below ground, water treatment plants, variable size steel and concrete distribution tanks up to 500 million gallons, and other specialized projects as part of the regional water system and facilities. Working Conditions: A minimal portion of the work is performed in an office setting. The majority of the work is regularly performed at a variety of project construction sites. Compliance with required safety precautions are mandatory at all times. Wearing of personal protective equipment such as hard hat, safety toe shoes, reflective clothing, etc., is required while working at the construction site. Field construction inspection work involves moderate activities such as walking and climbing in and around construction project sites to conduct inspections. In the project area, outdoor temperatures can range from over 100 degrees F. to less than 30 degrees F. This is a non-bargaining unit position.
