Summary The purpose of this position is to serve as a Contracting Specialist in providing Nonappropriated Fund (NAF) procurement and procurement-related support to Commander Navy Region Southeast (CNRSE) N9 Fleet and Family Readiness (FFR) Programs on NAS Jacksonville, FL. Incumbent provides specialized expertise in the procurement of supplies, services, and equipment. Requirements Conditions of Employment Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms. Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment. You must go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. May be required to pass pre-employment examinations. A valid State driver's license is required to operate motor vehicles. Must have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. Selective Service Registration is required for males born after 12/31/1959. Incumbent required to obtain contracting warrant within 90 to 120 days of hire date. Incumbent must be willing to relocate to within a 50-mile radius of NAS Jacksonville, FL (32212) Qualifications In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered. Qualifying experience must have been equivalent to the next lower level in the normal line of progression. Specialized experience must demonstrate the following: Must have at least one (1) year comprehensive knowledge and experience implementing the policies and procedures of contracting in relation to procurement. Knowledge of NAF and appropriated fund procurement operations, policies, and procedures. Knowledge and professional understanding of the competitive basis for all NAF contracting and a clear understanding of the contract process associated with NAF procurement. Knowledge and understanding of the importance of the requirements of the contract process and their relationships to each other, beginning with a purchase request through the solicitation, evaluation, award, delivery, and payment for the specific goods or services purchased. Must have the ability to independently resolve complex issues resulting in the completion of a purchase. Knowledge and professional understanding of the competitive basis for all NAF contracting and a clear understanding of the contract process associated with NAF procurement. Knowledge and application of Federal statutes, Department of Defense (DoD), Department of the Navy (DON), and Commander Navy Installations Command (CNIC) procurement/contracting regulations as well as various industry practices, publications, and trends. Knowledge and application of automated financial management systems and on-line computer programs. Experience and skill in the use of a computer including automated systems (e.g., Word, Excel, Power Point, spreadsheets, databases, etc.). Experience and skill in analyzing/evaluating records, reports, regulations, and other relevant materials pertaining to procurement/contracting, and in preparing reports. Experience and skill in conducting subject matter related training. Ability to communicate effectively both orally and in writing. You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education This position has the following positive education requirement: Transcripts are required to be submitted at time of applying in order to be considered. A 4-year course of study leading to a bachelor's degree with a major in any field. (Degree must show conferred date and degree earned) OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
