Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for USACE for Real Estate Personnel to recruit and appoint qualified candidates to positions in the competitive service. About the Position: You will serve as a Realty Specialist, responsible for the full range of real estate matters, applying a thorough knowledge of acquisition, management, and disposal practices. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent to be able to obtain and maintain a Top Secret/ SCI Security clearance and access to secure space and equipment. This position requires the incumbent to take polygraph test or a series of polygraph tests, and continued polygraph tests on a periodic basis for the duration of employment. This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R. The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles. Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time. The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-9: Specialized Experience: One year of specialized experience which includes: Determining real estate requirements for realty projects; Ensuring that agreements and/or contracts are prepared in compliance with all applicable laws, regulations, and/or policies; Assisting senior Realty Specialists with real estate actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11: Specialized Experience: One year of specialized experience which includes: Conducting cost analyses for real estate transactions to provide recommendations; Conducting market surveys and real estate site inspections. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12: Specialized Experience: One year of specialized experience which includes: Performing real estate negotiation such as negotiation leases, licenses, easements or permits; Applying laws, regulations, or policies associated with real estate acquisitions; Preparing documents for real estate planning, rights of entry, or acquisitions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, at GS-12 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education ACCREDITATION: Education must be accredited by an accrediting agency recognized by the U.S. Department of Education for the education to be credited towards qualifications. Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest. Relocation Incentive may be authorized. This is a developmental position to the GS-12. You may be selected at the GS-09, GS-11, or GS-12 level. Promotion to the full performance level is not guaranteed. You may be eligible for non-competitive promotion to the target position upon meeting time-in-grade restrictions and the following requirements: (1) Incumbent demonstrates ability to perform at target grade level; (2) Higher level work exists at target grade level; (3) Increased responsibilities are assigned; (4) Supervisor recommends promotion; (5) Incumbent completes all required training and conditions of employment, and; (6) Incumbent completes all regulatory requirements for career ladder promotions.
