Summary This position is located in the Executive Office of the President (EOP), Office of Management and Budget (OMB), Education, Income Maintenance, and Labor Division (EIML), Income Maintenance Branch. As Branch Chief, this position is responsible for overseeing OMB's role in developing and executing the budget for the Social Security Administration (SSA), Administration for Children and Families (ACF), Department of Agriculture (USDA) Food and Nutrition Service, and other governmental activities. Requirements Conditions of Employment Must be a U.S. citizen or national Selective Service registration if a male born after December 31, 1959 Be at least 18 years old and obtain a favorable security determination Subject to pre-employment and random drug tests Direct Deposit is required RELOCATION EXPENSES WILL NOT BE PAID May be required to successfully complete a 1-year SES probationary period. Will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment. Will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. Qualifications Qualification Requirements: Your 2-page resume must show demonstration of the Technical Qualifications (TQs) related to this position as well as the Executive Core Qualifications (ECQs) related to all positions in the Senior Executive Service. Your resume should include examples of experience, education, and accomplishments applicable to the qualifications. If your resume does not reflect demonstrated evidence of these qualifications, you may not receive consideration for the position. At time of this application, only a resume (capped at 2 pages) is required. A panel may assess whether you possess these required ECQs and TQs through resume reviews, assessments, and/or interviews at a later time. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certificate of Completion of SESCDP) of your eligibility for appointment to the SES. TECHNICAL QUALIFICATIONS (TQs): All applicants must demonstrate accomplishments that would satisfy the technical qualifications. Failure to do so will result in an incomplete application and you will be rated as 'ineligible.' TQ 1: Senior-level experience in budget, program, and policy analysis. Ability to make important judgements and develop recommendations that serve as a basis for Presidential decisions on a wide variety of policy matters. TQ 2: Demonstrated ability to communicate concisely and effectively with senior policy officials, both orally and in writing, particularly in support of policy processes that often involve short timeframes. TQ 3: Extensive experience in the identification and resolution of complex and contentious issues and successfully negotiating constructive solutions to such issues in both one-on-one and group settings. TQ 4: Experience in, or demonstrated potential for, managing and leading a professional staff to achieve timely, effective, and high-quality results. TQ 5: Demonstrated knowledge of the income support, social service and nutrition programs in the Department of Health and Human Services, Department of Agriculture or Social Security Administration. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the SES under a career appointment will be assessed for executive competency against the following five mandatory executive core qualifications. The following Fundamental Competencies are cross-cutting and are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills; Oral Communications; Continual Learning; Written Communication; Integrity/Honesty; and Public Service Motivation. ECQ 1: Leading Change - This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2: Leading People - This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3: Results Driven -This core qualification involves the ability to meet organization goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4: Business Acumen -This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5: Building Coalitions -This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Education This position does not have a positive education requirement. Additional information If not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by a Qualifications Review Board of the Office of Personnel Management before appointment to this position, and will be required to serve a one-year probationary period in this position.
