Summary These positions are located in Golden Gate National Recreation Area, in the Division of Visitor and Resources Protection. This is a career-seasonal position. Information regarding this is in the "Duties" section of this announcement. Open to the first 101 applicants or until 12/17/2024 whichever comes first. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You may be required to complete training and operate a four-wheel drive vehicle. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home on an occasional basis. You must obtain a government charge card for travel purposes. You will be required to possess a current nationally recognized (United States Lifesaving Association, American Red Cross, etc.) lifeguard certification obtained within the last 2 years certification. You will be required to obtain nationally recognized EMT (Emergency Medical Technician) certification within 1 year of appointment. Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. Qualifications All qualifications must be met by the closing date of this announcement-12/17/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. SELECTIVE FACTOR: This position performs lifeguard work, and a current nationally recognized (United States Lifesaving Association, American Red Cross, etc.) lifeguard certification obtained within the last 2 years is required. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. - AND - To qualify for this position at the GS-6 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-5 grade level in the Federal service (obtained in either the public or private sectors). This experience includes: serving as a lifeguard in an open-water environment; ensuring rules and regulations are followed by visitors through public contact; and collaboration with law enforcement personnel to resolve problems. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least 6 months of directly related graduate level education (recreation related). Transcripts must be provided.. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate. Physical Demands: The work of the incumbent regularly includes long periods of sitting, standing, swimming, paddling, hiking and/or climbing, in many cases on steep, rough, slippery, and/or rugged terrain. Strenuous exertion is frequently required in lifesaving, search and rescue, medical and related emergency activities. Lifting or carrying equipment weighing over 50 pounds, such as lifesaving or search and rescue equipment, is required. In some assignments, heavy packs may have to be carried long distances over mountainous, coastal, or cliff terrain. Duties involve performing physically rigorous assignments, oftentimes in isolated outdoor hazardous environments, frequently while exposed to severe weather conditions. Panicked victim(s) must be physically confronted, subdued, rescued and returned to shore. Victims may be restrained to ensure Park visitor and employee safety. Duties require manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that incumbent may perform the duties satisfactorily. Physical fitness requirement as per RM-57, United States Lifesaving Association, American Red Cross, and other applicable guidelines must be met prior to and on a continuing basis during employment. Successfully completes pre-employment test demonstrating adequate physical strength and stamina to perform rigorous duties of an open water lifeguard. Possesses adequate vision, hearing acuity, physical ability to perform the duties of an open water lifeguard as documented by a medical or osteopathic doctor. Demonstrated ability to swim 500 meters (550 yards) over a measured course in ten minutes. There is a high-stress component to much of the incumbent's work assignment. Working Conditions: While some work may be performed in an office setting, most of the work is performed outdoors in all kinds of weather and climatic conditions. The work is performed at various hours of the day and night and for prolonged periods during emergency situations. The employee is frequently exposed to high risk and potentially dangerous situations in emergency types of situations requiring use of a wide range of personal protective gear (some of which may be uncomfortable, wet, or inconvenient to wear), adherence to specific safety procedures and other precautions. Long periods of observation work may be required in cramped or unprotected locations under unpleasant conditions. Emergency operations require entry into hazardous environments, exposure to dangerous persons, animals, substances, and potential exposure to infectious disease.
