Summary
About the Position: This position is located at the Directorate of Clinical Support, Lab/Clinical Pathology at Naval Health Clinic (Kaneohe Bay), which is on the Island of Oahu, Hawaii.
A cost of living allowance has been authorized for Hawaii at the rate of 8.90% (subject to change).
This is a Direct Hire Authority (DHA) solicitation.
Advance in Hire may be authorized. This is only available for those candidates who are new to Federal service.

Conditions of Employment
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Must be able to obtain and maintain a Secret security clearance.
This position requires regular contact with children under the age 18 and a favorable determination of suitability to do so.
This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
Must obtain and maintain a current Basic Life Support (BLS) training and certification from the American Heart Association or Military Training Network.
This position has a requirement to lift up to 30 lbs. in the regular performance of duties.
This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
This position may require the incumbent to work on an intermittent or unscheduled, on-call basis which may include weekends/holidays.
Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
This position is a Testing Designated Position. All applicants tentatively selected for this position will be required to submit to urinalysis to screen for illegal drug use prior to appointment.
Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) performing laboratory tests and examinations in the areas of chemistry, microbiologic, hematology, urinalysis, serology, molecular, and phlebotomy; 2) operating laboratory equipment; 3) sample processing; AND 4) reviewing findings against established quality control values and quality assurance standards.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
Licensure/Certification:
This position requires a certification from the American Society for Clinical Pathology (ASCP), American Medical Technologist (AMT) or other board or registry deemed comparable by Office of the Assistant Secretary of Defense for Health Affairs (OASD (HA)) or their designee as a Medical Technologist (MT), Medical Lab Scientist (MLS), or Medical Lab Technician (MLT).
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
You will be required to provide proof of U.S. Citizenship.
One year trial/probationary period may be required.
Direct Deposit of Pay is required.
