Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position serves as a Psychologist for the Joint Activities located at Fort Liberty, North Carolina.

Conditions of Employment
A professional background that includes experience with Department of Defense, Special Operations, Intelligence Agencies, Law Enforcement or similar. Professional background in this area does not need to be as a psychologist.
Must be able to obtain and maintain a TOP SECRET (SCI) security clearance based on a single scope background investigation (SSBI) with eligibility for sensitive compartment information (SCI).
Hold a current state license to practice psychology.
Must be willing to participate in stressful, physically demanding training.
Drug testing is required. In accordance with Change 3 to AR 600-85, the incumbent of this position must successfully pass a urinalysis screening for illegal drug use prior to employment and periodically thereafter.
Must be willing and able to participate in temporary duty in CONUS and OCONUS 25% of the time.
Employee required to wear a pager and is subject to short notice recall.
A pre-employment deployable physical is required.
Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Psychologist: Degree: Doctoral Degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology. You MUST submit a copy of your transcripts with your application.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes developing new methodologies for conducting interviews and psychological assessments; briefing new developments on operational psychology at academic and government organizations; and coordinating with experts in operational psychology on areas of research and application with mutual interests. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Selective Placement Factor: This position requires applicants to possess a current, active, valid, unrestricted counseling/psychologist license from a U.S. State, District of Columbia, Commonwealth, territory, or jurisdiction. NOTE: You MUST submit a copy of your license or certification with your application package or you will be rated ineligible.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional information
Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
You will be required to provide proof of U.S. Citizenship.
One year trial/probationary period may be required.
Direct Deposit of Pay is required.
Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
