Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST (TItle 32), Position Description Number D1921000 and is part of the AR ARNG DCSG4 SUPPORT OFFICE, National Guard.

NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade listed below. Selectee will be required to wear the military uniform.

Military Grades: Warrant Officer/Officer

Minimum Grade - WO1 (W-1)
Maximum Grade - MAJ (O-4)

Compatible Military Assignments: Selectee must be a member of the Arkansas Army National Guard.

IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO.

Qualifications

GENERAL EXPERIENCE:
Experience that provided a general knowledge and under-standing of traffic or transportation programs or operations.

SPECIALIZED EXPERIENCE:
1-year specialized experience equivalent to at least the next lower grade. Experience, education, or training performing, administering, or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs. Experience interpreting applicable Federal, State, and local laws, and regulations concerning transportation and traffic procedures. Knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States).

Education

DUTIES CONTINUED:
(15) Manages the State General Services (GSA) lease Vehicle Program (less recruiting and retention vehicle program). Ensures leased vehicles are managed in accordance with regulatory guidance. Coordinates with Property Book Officer's in maintaining required records for the GSA leased vehicle program.

(16) Responsible for maintaining, inspecting, and verifying serviceability of Army containers. Inspects container and submits maintenance report to the Container Control Officer (CCO) for entry into the Army Container Asset Management System (ACAMS). Coordinates with the CCO at the USPFO to ensure property book accountability and movement of containers. Reviews International Organization (ISO) and storage container requests prior to submission to Army Intermodal & Distribution Platform Management Office (AIDPMO).

(17) Responsible for the work of assigned personnel. Performs the supervisory and managerial responsibilities. Assigns work to functional staff members in accordance with established organization mission and functions, workload fluctuations and personnel availability. Defines and interprets governing policies, procedures and regulations. Provides financial advice and renders decisions on major problems. Reviews operating procedures and policies with respect to the desired performance objectives of management. Advises management of operating areas at risk of not achieving desired performance and recommends corrective actions. Develops or directs the development of new or changed internal operating procedures and instructions. Assigns and reviews work daily, weekly or monthly; ensures production and accuracy requirements are met; approves leave; and recommends performance standards and ratings. Plans work to be accomplished by subordinates, sets and adjust short-term priorities and prepares schedules for completion of work. Assigns duties to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments and capabilities of employees. Advises, counsels or instructs the employees on both work and administrative matters. Interviews candidates for vacant positions and recommends appointments, promotions, or reassignments to such positions. Hears and resolves complaints from employees referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Effects minor disciplinary measures--such as warnings and reprimands--and recommends other actions in more serious cases. Identifies developmental and training needs of employees, providing for or arranging for needed development and training. Finds ways to improve production and increase the quality of the work directed and also develops performance measures.

ADDITIONAL REQUIREMENTS/CONDITIONS OF EMPLOYMENT:

Males born after 31 December 1959 must be registered for Selective Service.
Federal employment suitability as determined by a background investigation.
May be required to successfully complete a probationary period.
Participation in direct deposit is mandatory.
Must be able to obtain/maintain appropriate security clearance
