Summary
This position is located at Bureau of Engraving and Printing, within the Background Investigations Branch. As a Personnel Security Specialist, you will help conduct background investigations for federal public trust and national security positions; conduct special investigations pertaining to employee and contractor misconduct; periodic reinvestigations and continuous vetting of federal employees and contractors.

A one-year probationary period may be required.
Must successfully complete a background investigation.
Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

You must meet the following requirements by the closing date of this announcement.
For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
applying personnel security rules, regulations, policies, and practices in order to gather facts, draw conclusions or recommend solutions to problems. AND
establishing and maintaining effective partnerships and communication regarding personnel security investigations. AND
review reports and investigations for indications of improper activities and identifying potential problems.
OR You may qualify with a Ph. D. or equivalent doctoral degree
OR 3 full years of progressively higher-level graduate education leading to such a degree. OR LL.M., if related.
OR You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:
applying personnel security rules, regulations, policies, and practices in order to gather facts, draw conclusions or recommend solutions to problems. AND
establishing and maintaining effective partnerships and communication regarding personnel security investigations.
OR You may qualify with a master's or equivalent graduate degree
OR 2 full years of progressively higher-level graduate education leading to such a degree. OR LL.B. or J.D., if related.
OR You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes:
Applying security, law enforcement or personnel security rules, regulations, policies, and standard procedures in order to gather facts, draw conclusions or recommend solutions to problems.
OR 1 full year of graduate level education
OR a Bachelor's degree with one of the following requirements for superior academic achievement: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
OR You may qualify by a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level.
Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

The facility typically shuts down annually between Christmas and New Year's Day. As such, all BEP employees must take leave for workdays during the shutdown period.
This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. SUITABILITY, CLEARANCE & REQUIREMENTS: A background investigation will be required for all new hires. Appointment will be subject to the applicant's successful completion of a background investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for disqualification in the hiring process. The background investigation process conducted by the Bureau of Engraving and Printing is very thorough. Therefore, it is imperative that applicants exercise candor and honesty when answering background questionnaires, especially as it relates to arrest, employment, education, finances, illegal drug use, and/or other criminal history. Falsification discovered in security documents or during the background investigation process may result in an immediate negative suitability determination or immediate revocation of your interim clearance (if applicable).
