Summary
DCSA is seeking a Supervisory Building Management Specialist to oversee a staff of project managers. The incumbent must simultaneously manage multiple, dispersed facility projects at various project schedule stages and is required to manage a wide spectrum of tasks, such as prospectus or military major land acquisition. The incumbent must possess knowledge of operating programs and their interrelationships and with skills in long-range planning and financial management.

- Telework Eligibility: This position is telework eligible, but is not a full time telework position. The incumbent will be required to report to the office on a routine basis.
- If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement.
- This position is designated special-sensitive. The position requires access to SCI information. As such, the employee must obtain and maintain a top-secret security clearance with access to sensitive compartmented information (SCI)
- Occasional temporary duty travel (TDY) is required.
- The incumbent be required to travel via passenger aircraft.
- Incumbent may be required to operate automotive passenger vehicles in connection with the performance of duties. A valid driver’s license is required.
- This position is designated as "mission essential" for purposes of continuity of operations in an emergency.
Qualifications
Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes:
- Experience providing guidance and oversight over the creation of relevant space/facility goals for a multi-faceted, distributed organization.
- Experience developing long term plans regarding facility space.
- Experience communicating with customers and executive leadership.
- Experience in space planning functions including real property, real estate, furniture acquisition, and work area standards.
- Experience working with a construction process, land acquisition process, or prospectus level work.
- Process and manage related projects.

- Planning and Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.

VETERANS PREFERENCE/CURRENT OR FORMER FEDERAL
In accordance with DoD Instruction 1400.25, Volume 2005, veterans preference is not required to be applied when considering candidates with prior Federal competitive or excepted service who have completed a probationary or trial period and have not been separated for cause. Therefore, veterans preference will not be applied to applicants with current federal service, or former federal civilian service meeting the above criteria.
