The purpose of this position is to serve as a team leader for engineering related support to instrumentation staff for aircraft data acquisition system T2 Modifications including fabrication, calibration, testing, troubleshooting, and repair related logistics support for instrumentation flight test operations. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Engineering and Architecture positions located here This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the: methods and techniques of engineering or architecture; and construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials. Basic Requirements: Specialized Experience (for positions at GS-4 or equivalent and above): Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. OR Education and Training: For positions at GS-3 (or equivalent): Successful completion of l year of post secondary study that included at least 6 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. For positions at GS-4 (or equivalent): Successful completion of 2 years of post secondary study that included at least 12 semester hours in any combination of courses such as those shown above for GS-3 (or equivalent). At least 3 of the 12 semester hours must have been in drafting if the position has been designated by a drafting area of specialization. For positions at GS-5 (or equivalent): Successful completion of a full 4-year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of courses such as those shown above for GS-3 (or equivalent). At least 6 of the 24 semester hours must have been in drafting if the position has been designated by a drafting area of specialization. Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience. Additional Requirements for Positions with Parenthetical Titles: In addition to the basic requirements, some positions have additional requirements related to one or more of the following parenthetical titles that must be defined by the employing agency: Aerospace Architecture Chemical Civil Drafting Electrical Materials Mechanical Mining Naval Architecture Nuclear Petroleum SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NJ-02 or equivalent to the next lower grade GS-08 in the Federal Service. Specialized experiences is document processes, procedures, and guides to standardized operations. Evaluate the engineering and technical data in the selection of equipment, parts and components in accordance with engineering specifications, schematics, blueprints and technical drawings and compile the related data for engineering review. Assure equipment and procedures specified by the program engineer are used in the fabrication and preparation of test and related items; recommends changes and improvements and validates test setups. Knowledge, Skills, and Abilities Knowledge of flight test instrumentation equipment, supplies, T-2 modification procedures, and common aircraft maintenance and repair processes with regards to flight test programs. Able to assist with physical movement of heavy equipment requiring the lifting and/or carrying of items weighing up to 50 pounds unassisted or up to 200 pounds with assistance from other personnel and materials moving devices. Knowledge of ComSec security procedures, compliance requirements, and regulations governing cryptographic handling procedures, storage and movement, utilizing best practices and following all security rules and regulations. Ability to obtain ComSec Responsible Officer (CRO) Certification. Ability to analyze drawings, blueprints, schematics, and other technical data in the evaluation and selection of equipment and parts for instrumentation T-2 modifications and operations and to accomplish technical goals and objectives. Ability to lead and direct others. Ability to plan and organize work and to coordinate with other engineering technicians, project engineers, and maintenance and support personnel. Ability to maintain good working relationships. Ability to communicate effectively with a broad range of personnel, both orally and in writing, and to use modern computer software applications in support of communications, material control and presentations. Ability to mentor and teach others. Desired Skills Strong verbal and written communication skills required. Computer skills with Microsoft Office and spreadsheets required. Demonstrated leadership ability through experience, mentoring and continuous self-improvement desired.
