This position is designated as Moderate and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date. If you are selected, you may be required to complete a one-year probationary period. #LI-Onsite Qualifications NOTE:  You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-13 level, you need to have at least one year of full-time experience at the GS12 level as defined as recommending program changes on air quality programs and plans; drafting and recommending regulatory/non-regulatory policies, directives and guidance and determining the impact on air resources. Your answers to the online assessment will be used to evaluate your competencies in the following areas:  Knowledge of pertinent federal, state, and local laws and regulations, such as the Clean Air Act (CAA), and/or other air quality laws, documentation and reporting requirements. Knowledge of air program management concepts, principles and practices. Skill in written communication sufficient to respond to a wide variety of external inquires, and develop program reporting, policies and guidance. Skill in oral communication sufficient to provide expert guidance and negotiation on complex aspects of environmental protection policies, plans and programs. Skill in developing, planning and implementing air protection programs and requirements. Skill in identifying and developing relationships with internal and external stakeholders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
