Summary
This position is located in the Non-Appropriated Fund HRO, Commander, Navy Region Hawaii, Fleet & Family Readiness department. The incumbent serves as a Personnel Security Specialist responsible for processing formal background check documentation as well as input and tracking of all NAF personnel actions for CNRH FFR. Incumbent is responsible for monitoring of employment suitability of more than 1500 candidates working with children, other NAF positions, CDH applicants, volunteers and interns.

Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
Must pass all applicable records and background check.
Must go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.
A valid state driver's license is required to operate motor vehicles.
Must provide proof of U.S. Citizenship or U.S. National.
Qualifications

A qualified candidate must possess the following:
A minimum of 1-year documented work experience within a Personnel Security Program.
Knowledge of a broad range of security concepts, principles, practices, and procedures, to independently review, analyze, and resolve difficult, complex conflicting conditions and mission priorities surrounding security threats and vulnerabilities.
Ability to plan, develop and implement the personnel security program to apply to security reviews and staff assistance visits.
Knowledge of the mission, tasks and functions of CNRH FFR and their relationships to other military and civilian organizations at higher authority levels. Provides expertise, guidance, consultation and support on a wide variety of background personnel issues to management officials, supervisors and employees in the area of background investigations while complying with both the Department of the Navy, Personnel Security Program (SECNAV M-5510.30) and the Child and Youth Program (OPNAVINST 1700.9E).
Knowledge of laws, regulations, Executive Orders, DOD directives and other rules and regulations governing personnel security.
Knowledge of Hawaii State and Federal criminal laws and criminal procedures.
Knowledge of CNIC's organizational structure, functions, and mission.
Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
Ability to interpret, identify and analyze and resolve conflict in policy and program objectives.
Ability to communicate effectively both orally and in writing.
Ability to effectively interact with all levels of personnel, both military and civilian.
Education
Bachelor's degree or higher in a related discipline is desired.
OR Combination of Education and Experience: A combination of education and experience that provided the applicant with the knowledge of a broad range of security principles and procedures.
OR Experience: Appropriate experience that demonstrated that the applicant has acquired knowledge of a broad range of security principles and procedures.
Note: Eligible applicants that have a minimum of 1 year of documented work experience within a Personnel Security Program must attach proof of completion of their Security Training Certification: Naval Security Manager Course Certificate or certification in the preliminary training programs; Introduction to Personnel Security, Information Security, National Security Adjudication; Derivative Classification; Classified Storage Requirements; DISS Training; NBIS Training. Failure to attach certification(s) may result in your application being removed from consideration.
Additional information
Salary is dependent on experience and/or education. Some positions have special requirements.
Selectee may be required to complete a one (1) year probationary period. Participation in Direct Deposit/Electronic Fund Transfer within the first 30 days of employment is required. We utilize E-Verify to confirm selectee's eligibility to work in the United States.
