Summary About the Position: This is a permanent position with Headquarters, US Army Corps of Engineers, Directorate of Civil Works located in the U.S. Government Accountability Office (GAO) building in Washington, DC.Management may select at any of the grade levels announced. This position is a Permanent Full-Time position. This is a developmental position and will be filled at the GS-13 and/or target grade GS-14 level. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience at GS-13: One year of specialized experience which includes: 1) Working on Capitol Hill for a member of congress (House or Senate) or working in a legislative affairs position; 2) exercising expert knowledge of program goals, objectives, and timing sequence of key program events and milestones to evaluate program accomplishment; and 3) applying a broad range of administrative laws, policies, regulations, and procedures applicable to effective program management in order to make recommendations to existing regulations or policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Specialized Experience at GS-14: One year of specialized experience which includes: 1) Working on Capitol Hill for a member of congress (House or Senate) or working in a legislative affairs position; 2) providing oversight to highly-visible programs that involve the application of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness; 3) providing advice to address potentially controversial findings, issues, or problems with widespread impact; and 4) applying program management policies or demonstrating skill in planning, organizing, integrating, and directing teamwork related to the Civil Works program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Communications Political Savvy Program Management Technical Competence Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Selectee will be required to complete 52 weeks before being promoted to the next higher grade level. This position has promotion potential to the higher-grade GS-14 when requirements have been completed. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
