Summary
This position is part of the Western Area Power Administration. As a Power Operations Advisor the successful candidate will serve as the senior technical and policy advisor to SNR.'s Power Systems Operations Manager. Serve as a project manager for special and continuing projects. Forms teams and groups to develop, organizational policies and procedures to comply with regulatory and utility industry changes. Travel of up to 5%-10% annually is required; with overnight travel possible during all or part of that time.
Overtime may be required on short notice to include nights, holidays and weekends in support of related mission requirements.
This position requires the ability to operate a Government vehicle. The incumbent must be at least 18 years of age, able to obtain and maintain Defensive Driver's certificate and have a valid state driver's license. Defense Driver's Training will be completed upon employment.
May be required to complete a 1 year Probationary Period.
May be required to complete a Confidential Financial Disclosure Report (OGE Form 450)
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: Applicants must have one year of specialized experience, equivalent to the next lower grade level GS-13 in the federal service, and must meet all 3 of the following experiences:
Power system operations.
Energy marketing and participation in energy markets.
Performing technical studies regarding resource needs and deliveries.
Manage Open Access Transmission Tariff and transmission and ancillary services to transmission customers on a non-discriminatory basis.
Preparation, negotiation, and administration of contracts for interconnection, joint transmission projects, customer funded projects, transmission service, or ancillary services.
Education
For this position, education cannot be substituted for experience.

Summary Continued:
Utilizing mastery knowledge and understanding of the electric utility business, including the interrelationship of transmission, ancillary services, power contracting or commercial interests, regulatory agency policies, and real time power system and real time power system operations to serve as a subject matter expert for the Region. Act as an SME with extensive knowledge of legislation, regulations, and electric utility policies and practices governing power marketing and transmission in the Federal, state, and local sectors. Provides leadership in meeting customer needs and in establishing regional policies and procedures in collaboration with other WAPA managers. Represents the organization on committees and in meetings of the WECC, Bureau of Reclamation, customer groups, and other organizations.
