Job Description

Summary The United States Court of Appeals for the Eighth Circuit seeks to fill the position of Deputy Circuit Executive. The Deputy Circuit Executive is a senior level position that serves as the second-in-command to the Circuit Executive, exercises management responsibility for the office and provides administrative and functional support to the Chief Circuit Judge, Judicial Council, Court of Appeals, and other courts through the Eighth Circuit. Requirements Conditions of Employment Must be a U.S. citizen or eligible to work in the United States. Employees of the federal judiciary are excepted service appointments. Appointments are "At-Will" and may be terminated with or without cause by the Court. Because this position is designated as "high-sensitive," a selectee must submit to a mandatory background investigation and receive a satisfactory suitability determination as a condition of employment. An updated background investigation is required every five years after an initial background investigation. In the discretion of the appointing authority, the candidate selected for the position may be hired provisionally pending the results of a background investigation. The position is subject to the Code of Conduct for Judicial Employees. Direct deposit of pay is required. Qualifications Required Qualifications Candidates must possess six years of administrative, professional, or legal experience that provides an understanding of management practices and administrative processes, including three years of specialized experience in a position of administrative, supervisory, managerial, or professional work. Excellent analytical skills, superior oral and written communication skills, attention to detail, interpersonal skills, organization and problem-solving skills, and a desire to achieve and maintain a high level of professional excellence are also essential. The candidate must possess the ability to work both independently and as part of a team, as well as the ability to juggle and prioritize multiple tasks. A proven ability to demonstrate sound judgment and maintain confidentiality is needed. A Bachelor's degree from a four-year college or university is required. Work is performed in an office setting with some opportunity to telework. Preferred Qualifications A J.D. from an accredited law school is highly preferred; experience in the federal or state judiciary is preferred but not required. Other preferred qualifications include: familiarity with the Guide to Judiciary Policy and court operations; experience with managing budget, finance, procurement, space and facilities planning; information technology; and experience handling personnel matters.
