This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or DP-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: The incumbent will use their demonstrated knowledge and experience as a Professional Contracting Officer, working with Contract Specialists, coordinating contracting functions or activities (e.g., contract awards, proposals and solicitations, cost/price analysis, contract performance, negotiation, and administration) for the procurement or acquisition of goods, services, and agile software development using FAR and non-FAR contract strategies. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense. This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978. The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4. Per the IAW NEW Ech II Compensation Model, this position is a DP-04, Tier 2, with a control point of GS-14 Step 10. Base salary range is $104,604 - $135,987 (2024 Rates).
