Summary This position is located in Richmond, VA. at Richmond National Battlefield Park, in the Maintenance Division. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. You will be required to complete a one-year trial period. You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment. Applicants must be at least 18 years old. Incumbent must be able to obtain and maintain a Motor Vehicle Operating/Driver's license within 90 days of appointment. Qualifications All qualifications must be met by the closing date of this announcement-12/12/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-11 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-10 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) Engineering aid or technician or surveying technician performing work directly related to construction 2) Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements 3) Supervisor of crafts persons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no substitution of education for experience at the grade level(s) of this announcement. Physical Demands: A significant percentage of time in this position is spent performing on-site inspection and coordination of construction and engineering work required for construction projects. This work involves physical demands including but not limited to, walking, bending, stooping, etc. A smaller percentage of the work is of sedentary nature. Although most of the sites are within a day's trip from the office, some project activities may require overnight stays. Ability to lift 50 pounds Working Conditions: A significant portion of the work takes place in the outside environment. The outside weather ranges from dry and dusty to rainy and from hot to cold; in wooded areas, under seashore/ocean conditions and urban conditions. The sedentary portion of the work is performed in an office setting. Some hazards may be encountered, typical of any construction project while others may be typical to historic structures and landscapes that have been poorly maintained. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
