Summary This position is located with the 147th Attack Wing, located in Ellington Field JRB, Houston, Texas. Its purpose is to serve as the Aircraft Maintenance Group Commander, with responsibility for directing, and managing the Aircraft Maintenance Group. It partners with the Wing Commander, as well as the Mission Support Group, and the Operations Group Commanders in planning, scheduling, and implementing an Operationally Risk Managed (ORM) flying program. Requirements Conditions of Employment Appointment Factor(s): This is an Excepted Service position that requires active membership in a compatible military assignment in the Texas Air National Guard and wear of the military uniform. Areas of Consideration: CAT 1 - Nationwide. This includes: All currently employed T32/T5 full-time permanent, indefinite and temporary personnel of the Texas Army or Air National Guard, and Current members of the Texas Army or Air National Guard, and Anyone eligible and willing to gain Texas Air National Guard membership. Incentives: Acceptance of a military Federal technician position may result in termination and / or repayment of military incentives. This announcement is an indefinite position which may be converted to permanent at a future date without requiring further competition. AFSC: 20CX, 21AX, 21MX Rank Spread: Officers: O-5/(LtCol) Qualifications To be considered for qualification, your resume must include relevant experience with beginning and ending dates of employment/experience reflecting the following: Basic Requirements: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems. Specialized Experience Required: To qualify at the GS-13 grade level your resume must include relevant experience with beginning and ending dates of employment/experience reflecting the following: One-year specialized experience equivalent to at least the next lower grade (GS-12) that provided experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments. Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc. Experience in determination of resource needs, allocation of resources, and budgeting/funding needs. Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Quality of Experience: Length of time is not of itself qualifying. Candidates' experience should be evaluated based on the duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. Education This job does not have an education qualification requirement. Additional information Texas is one of 9 states with NO state income tax. In compliance with CNGBI 1400.25, Vol. 213: New supervisors and managers must serve a probationary period the first time they start a permanent supervisory or managerial position. The length of the supervisory or managerial probationary period is one year. Indefinite Appointments: Appointments based on indefinite tenure ("3") are used when there are needs for the position to accomplish special projects. An Appointment with indefinite tenure does not confer permanent status unless identified in the advertisement. Appointments with indefinite tenures are terminated when the positions and/or the employees' services are no longer required. All Appointments with indefinite tenure terminations require thirty (30) day written notifications by the HRO to the employees. Appointments with indefinite tenure, employees may be promoted, reassigned, or changed to a lower grade with competition to other positions. This is an Indefinite position, which may convert to Permanent at a future date without requiring further competition. On-Board employees will be offered a temporary promotion not to exceed 1 year, extendable up to two years total, which may convert to Permanent at a future date, or choose to convert to Indefinite, which may convert to Permanent at a future date. Other Requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
