Candidates will be selected for a job assigned to one of the official duty stations listed in this announcement. Failure to report to duty at the location for which the candidate is selected may be grounds for a disciplinary action, including removal.
There is one vacancy for this position. This one vacancy may be filled in any of the following duty locations:

Key Requirements:
Must be U.S. Citizen or U.S. National.
A one year probationary period may be required.
Must successfully complete a background investigation.
Public Trust - Background Investigation will be required.
Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.
Specialized experience includes implementing and supporting the use of non-complicated (firm-fixed price up to $6.5 million) contracted products and services to accomplish program the organizations mission requirements.
Examples of such experience could include:
- Coordinating with management or Contracting Officer throughout the development and delivery of the annual strategic acquisition plan; OR
- Functioning as a technical resource in identifying improvements in acquisition/procurement services; OR
- Performing programmatic and acquisition-related pre-award and post-award activities for non-complicated (firm-fixed price up to $6.5 million) contracted products and services; OR
- Evaluating existing non-complicated acquisitions/procurement for performance, efficiency, value, and continuing need.
Specialized Experience: For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service.
Specialized experience includes experience identifying and using simplified acquisition/procurement services to support the organizations mission.
Examples of such experience could include:
- Assisting with identifying improvements in acquisition/procurement services; OR
- Performing programmatic and acquisition-related pre-award and post-award activities such as acquisition planning, requirements and requisition development, and technical evaluations; OR
- Participating in contract negotiations at the request of the Contracting Officer.
OR Education: You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience.
Specialized Experience: For the GS-09 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service.
Specialized experience includes experience communicating and coordinating between offices throughout the acquisition procurement lifecycle.
Examples of such experience could include:
- Briefing office management on status of procurement plans and contracts; OR
- Providing presentations to management and contracting about the organizations needs; OR
- Preparing and submitting requisition documents.
OR Education: You may substitute education for general or specialized experience as follows: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related
OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.
Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
