Summary
This position is located within DHS, Immigration & Customs Enforcement (ICE), ERO, ICE Health Service Corps (IHSC), Office of Deputy Assistant Director, Health Information and Technology Unit (HITU). The incumbent serves as the program analyst within the Asset Management Office (AMO) and reports directly to the Supervisory Lead. This is a non-supervisory position.
This position is only open to current USPHS officers.
USPHS Call to Active Duty (CAD) candidates are not eligible for this position.

- Service Remaining Requirement Agreement: Upon appointment to this position, officers will be required to serve an 18 to 24-month commitment to IHSC.
- Applicants must be a current USPHS Commissioned Corps Officer. USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Civilians are not eligible for this position.
Qualifications
- Sitting and/or standing for extended periods of time (6-8 Hours).
- Performing repeated bending motion.
- Ability to lift 25 lbs.
- Average manual dexterity for computer operation.
- Phone use for extended periods of time.
- If clinician, will be tasked to TDY internally for minimum two weeks, maximum 30 days annually to assist with field operations
Education
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- A master's degree or higher in a health care related field plus a minimum of six years of program or project management experience.
- Incumbent must possess at a minimum a Level II Contracting Officer's Representative (COR) Certification or must obtain within two years of hire through the Federal Acquisition Institute Training System (FAITAS).
- Knowledge of project management in a federal setting; Federal Acquisition Certification for Program and Project Managers (FAC-P/PM). FAC-P/PM Level II required within two years of hiring.
- Knowledge of medical, administrative, ethical, and legal requirements and standards related to healthcare delivery and the privacy of protected patient information.
- Knowledge of regulations and standards as it pertains to Occupational Safety and Health Administration (OSHA), American Correctional Association (ACA), National Commission Correctional Health Care (NCCHC), Joint Commission, Food and Drug Administration (FDA), and other regulating agencies in the developing, storing and communication of medical information.
- Knowledge of program policies and guidelines, and operating procedures relating to medical information.
- If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body. This position may be required to perform clinical activities with the scope of clinical license in times of critical needs within the agency.
- Knowledge of organizations and responsibilities of all levels of government operations for medical information communication.
- Ability to provide input for responses to congressional inquiries and to effectively communicate.
- Flexibility and ability to adapt to sudden changes in schedules and work-related requirements.
- Correctional/detention health care experience preferred.

- Highly effective interpersonal and organizational skills; strong writing skills to include document formulation, editing, and review.
- Interact effectively and collaboratively with interdisciplinary teams to ensure the provision of medical care of detainees and development of program initiatives.
- High degree of initiative, and follow-through on a wide range of sensitive, complex, and program issues.
- Strong data management skills (including advanced use of Excel).

This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of Deputy Assistant Director (DAD) of Administration, Health Information and Technology Unit (HITU). The incumbent serves as a program analyst within the Asset Management Office (AMO) for the ICE Health Service Corps (IHSC) and reports directly to the Supervisory Lead. This is a non-supervisory position.
In Fiscal Year (FY) 2021, the ICE Health Service Corps (IHSC) administered and managed a health care system that provided direct care to over 88,000 detainees housed at 21 designated facilities throughout the nation, to include medical, dental, mental health care, and public health services. Oversaw health care for over 169,000 detainees housed in 150 non-IHSC-staffed facilities, totaling over 53,000 beds. In FY 2021, there were a total of 205,242 individuals in ICE custody, with an average length of stay of 37 days. IHSC also directly supports ICE field office directors on medical issues within their area of responsibility. IHSC executed a budget that approached $316M in FY 2021.
As a program analyst, the incumbent has an unparalleled opportunity and responsibility to ensure IHSC assets (information technology (IT) and medical) innovation activities are at the forefront of advancing health care delivery. The incumbent will be responsible for the management and oversight of all program activities that relate to asset (IT and medical) acquisition, contract management, and logistical operations.

The Program Analyst works under the Supervisory Lead, Asset Management Office.
