About the Position: This IT PROJECT MANAGER (PLCYPLN/SYSANALYSIS) position is assigned to the PEO C3N PMO TACTICAL NETWORK (6KK) PDL AIT FORT, located in FORT BELVOIR, VA. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a TOP Secret security clearance or access for the duration of employment. A background investigation and credit check are required. Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. This position has a Temporary Duty (TDY) or business travel requirement of 50% of the time. This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirement for Practitioner certification in ENGINEERING AND TECHNICAL MANAGEMENT within 60 months of entrance on duty. Position requires submission of Financial Disclosure Statement OGE Form 450. The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted. This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident. Term Appointment NTE – Position may be filled as a Term Appointment NTE 2 years. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. Position may be made permanent without further competition. This position is subject to a salary control point established in the PEO C3N Acquisition Demo Business Rules. This control point limits salary to a max of $181,216 (GS-14, step 10). Specialized experience is defined as performing ALL of the following duties: 1) Planning the design, development, installation, configuration, and/or implementation of major hardware or software systems; 2) Developing project cost estimates or developing technical and contractual requirements such as writing and evaluating performance statements of work (PWS), Statements of work (SOW) , and/or statements of objectives (SOO); AND 3) Performing IT product studies, with emphasis on interoperability and compliance with Army and DoD IT policy. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent. You will be evaluated on the basis of your level of competency in the following areas: Education Some federal jobs allow you to substitute your education for the required experience in order to qualify.
