Summary
You will serve as a TELECOMMUNICATIONS SPECIALIST in U.S Naval Computer and Telecommunication Station (NCTS), Department of the Navy (DON), Sigonella Sicily, Italy.
This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

This is an overseas position. You will be subject to and must be able to satisfy the overseas requirements of the 26Jul12 DODI 1400.25 V1230: https://www.esd.whs.mil/Portals/54/Documents/DD/issuances/140025/140025v1230.pdf
This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
Must be able to obtain and maintain a U.S. Passport.
May be required to obtain a VISA dependent on the overseas country's laws/regulations.
You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
You will be required to obtain and maintain a current valid United States driverβs license.
This is a Cyberspace Workforce position, work role code (INSERT TITLE), proficiency level (INSERT LEVEL) the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.
This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
This position is designated Special Sensitive requiring a continued favorably adjudicated Top Secret with SCI eligibility and access based on a Tier 5 background investigation.
Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by having the following:
Extensive knowledge of the engineering, operations, and maintenance of satellite transmission facility systems and equipment that operates in the Super High Frequency (SHF), Extremely High Frequency (EHF), Ultra High Frequency (UHF), High Frequency (HF) and Low Frequency (LF) spectrums.
Ability to understand and evaluate the needs of telecommunications users and relate those needs to policies and priorities, systems capabilities, operating practices and procedures, equipment, cable facilities and staffing requirements, cost and funding and other supporting services required.
Ability to develop technical conclusions and recommendations as well as be able to substantiate such conclusions and recommendations. Ability to exercise diplomacy while speaking with engineers, technicians, senior military, civilian international partners, flag officers, and SES civilians.
Knowledge of the Navy's Maintenance and Materials Management (3M) system to collect and analyze operational and maintenance data. Skilled in interpretation and application of data to ensure contractor maintains equipment within published standard.

Education
Undergraduate and Graduate Education:
Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
Other Education:
Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.

Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.
ADDITONAL INFORMATION:
MANDATORY STATEMENTS (CONDITIONS OF EMPLOYMENT):
This position is designated Special Sensitive requiring a continued favorably adjudicated Top Secret with SCI eligibility and access based on a Tier 5 background investigation. This position requires continuous access to classified information up to Top Secret/SCI.
This position is a Test Designated Position (TDP) in the DoN's Drug Free Workplace Program.
Complete basic and annual training requirements to maintain COR certification.
May be required to submit OGE-450, annual financial disclosure form.
This position is designated as mission essential - key, consistent with the criteria described in DoD Instruction (DoDI) 3020.42, "Defense Continuity Plan Development," dated February 17, 2006, certified as current as of October 29, 2019, and any other component-unique policies or definitions. Mission essential positions are those that are needed to ensure the continued operation of mission essential functions of an activity. Mission Essential designations are not prescribed by DTM 17-004. This decision is based on the type of work and supporting activities necessary to ensure organization or facility continuity of operations essential to the mission. Emergency overtime and call back may be required. This position is not E-E.

Tour of duty will be 36 MONTHS.

Priority consideration will be given to military spouse preference and family member preference eligibles living in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth.
Military Spouse and Family Members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Additional documentation may be required prior to granting preference.
Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor, or any time beyond the time employee ceases to be a family member.
The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.
