Summary

The primary purpose of this position is to provide the United States Air Force a unique capability to perform special operations in support of sensitive, compartmented/special access Secretary of Defense (SECDEF) taskings. The incumbent will act as an instructor pilot/pilot in command for the special access program Commander (CC) and be responsible for all matters pertaining to the training, flight, logistics, and communications required to support assigned taskings.

  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. Incumbent must be prepared to travel on short notice to OCONUS locations.
  • Should have a minimum of 4,000 total flight hours with 1,000 hours as a Flight Instructor.
  • Must have a thorough knowledge of FAR Part 61, 91, 121, 125 and 135.
  • Position requires occasional TDY (CONUS and OCONUS), utilizing any or all modes of commercial and military transportation. Requires possessing and maintaining valid State Driver's License for operation of government and privately owned vehicles.
  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI) and other intelligence-related Special Sensitive information to fully perform the duties and responsibilities of the position.
  • A non-disclosure agreement must be signed.
  • A thorough knowledge of International Civil Aviation Organization rules and procedures is required.
  • Incumbent will attend the USAF Advanced Instrument Course and act as an Instrument Refresher Course (IRC) instructor and Crew Resource Management (CRM) facilitator.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

Minimum eligibility requirements for positions in this occupation are based on possession of the appropriate Federal Aviation Administration (FAA) pilot certificates and/or appropriate military ratings, meeting the applicable flight hour requirements, and possession of the knowledge and skills required for the positions.

Certification: A current Commercial Pilot Certificate or the appropriate military rating and must have the FAA Flight Instructor Certificate or the military equivalent rating. The pilot certificate must include the rating(s) appropriate to the work of the position to be filled. Note: Candidates establishing eligibility based on military flight experience must provide official orders, forms, or logbooks showing their status as a rated military pilot, flight instructor, or flight examiner, as appropriate. Other certificates that meet or exceed the requirements of the Commercial Pilot Certificate are also acceptable.

Flight Experience: Candidates must demonstrate possession of the knowledge and skills required for the work by meeting certain minimum flight hour requirements, including recency of flight experience. The categories in which candidates are required to demonstrate proficiency relate to (1) the general knowledge and skills to pilot the aircraft, and (2) the specific knowledge and skills related to the particular position being filled. Only that flight experience that is directly related to the work of the position is required for purposes of establishing minimum eligibility.

Requirements: Total of at least 1500 Total Flight Hours; 250 Pilot-In-Command Hours; 75 Night Flying Hours; 100 Flying Hours in the past 12 months. 500 Multi-engine Airplane, 500 heavy Helicopter, 75 Instrument and 500 Instructor Time. Instructor time is related to the nature of the instruction work and the category of aircraft operated (i.e., airplane or helicopter) of the position to be filled. NOTE: You must submit proof of Flight Hours.

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: I have a current Commercial Pilot Certificate or the appropriate military rating. Additionally, I have the FAA Flight Instructor Certificate or the military equivalent rating. The pilot certificate must include the rating(s) appropriate to the work of the position to be filled. Note: Candidates establishing eligibility based on military flight experience must provide official orders, forms, or logbooks showing their status as a rated military pilot, flight instructor, or flight examiner, as appropriate. Other certificates that meet or exceed the requirements of the Commercial Pilot Certificate are also acceptable, e.g., an Airline Transport Pilot Certificate AND I have at least 17500 Total Flight Hours; 1150 Pilot-In-Command Hours; 75 Night Flying Hours; 500 flight hours of Instructor time and at least 100 Flying Hours in the past 12 months AND, my Instructor time was related to the nature of the instruction work and the category of aircraft operated (i.e., airplane or helicopter) of the position to be filled. NOTE: You must submit proof of Flight Hours. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of advanced military flight operations, procedures, and maneuvers to ensure operational success and security of the
special access program while in training or while conducting operational missions.
2. Thorough knowledge of USAF, Federal Aviation Administration, and the International Civil Aviation Organization regulations.
3. Skill in analyzing, evaluating, and interpreting current regulatory requirements and changes to ensure unit is compliant with USAF,
FAA/ICAO regulations.
4. Knowledge in training and evaluating pilots and support personnel, to include designing syllabi, lesson plans, and conducting
classroom/flightline instruction.
5. Ability to communicate effectively both orally and in writing.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CONDITIONS OF EMPLOYMENT CONTINUED:
  • Incumbent must possess an FAA Airline Transport Pilot (ATP), Airplane Multi-Engine Land rating; Certified Flight Instructor (CFI) Airplane Multiengine (MEI) and Instrument Airplane (CFII) rating or prior U.S. military instructor pilot; and current FAA First Class Medical Certificate.
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • Incumbent may be required to work other than normal duty hours, which may change daily due to operational
    requirements, is subject to after duty hours recall based on operational situations, may be required to carry a pager,
    phone, or radio during on and off duty time, and must be prepared to travel on short notice.
  • Emergency Essential: This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment.
  • Mission Essential: This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Ref: AFI36-129, dated 17 May 2019
  • At the time of initial appointment, candidates for all pilot positions must possess a current first or second-class medical certificate in accordance with FAA regulations; both meet the intent of the requirement.
