THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for an Ammunition Inspector, Position Description Number D2281000 and is part of the USPFO Ammo Supply Point of the Vermont Army National Guard.

  • Selectee will be required to wear the military uniform.
  • Incumbent is the focal point for unit mobilization operations seeking needed assets and establishing proper authorization documents for mobilization.
  • Incumbent is required to meet all the military training and requirements for compatible military assignment to be awarded this position.
  • During mobilization or demobilization operations may travel throughout the state or country assisting assigned units to identify and validate assets to being prepared or returned.

Qualifications

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in the National Guard. Selectee will be required to wear the military uniform. OPEN AREAS OF CONSIDERATION: AREA 1, 2,3, 4
Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed.
Area II: All Members of the Vermont Army National Guard.
Area III: Currently assigned service members in other branches of the military outside of the VTNG, to include those assigned to Active Duty, Reserve or other state's National Guard.
Area IV: All individuals able to and willing to become members of the Vermont National Guard including prior service not currently assigned to a military component and non-prior service US civilians.

Military Grades: Enlisted: PVT/E1-SFC/E7

Minimum Requirements: WG - Experience or training which demonstrates the ability to use and maintain tools and equipment associated with the type of work to be done, and to understand and follow oral and written instructions. Experience which demonstrates the knowledge of and the ability to apply safety standards.

Specialized Experience: Must have a minimum of 18 months experience or training which demonstrates knowledge of various codes of federal regulations (i.e., Department of Transportation and Occupational Safety and Health Association). Ability to respond to unforeseen or emergency situations and be able to make immediate responses to emergency situations, determine the correct course of action to mitigate the problem. Knowledge of ammunition/explosives technical references, procedures and policies, materials handling equipment, and lifting gear, rail, and truck characteristics/capabilities. Ability to interpret and apply load drawings technical inspections procedures, publications, specifications, and technical drawings pertaining to ammunition/explosives. Ability to research, interpret and apply all technical information necessary to inspect each specific ammunition and explosive item, component, and specialized packing material. Ability to read and comprehend technical orders, technical manuals, schematics, blueprints, and drawings, as well as communicate orally and in writing to brief and provide training. Knowledge of the safety precautions and procedures necessary to be taken with the variety of ammunition and explosives worked on. Knowledge of detonation and burning methods and procedures for the destruction of ammunition and explosives. Knowledge of product specifications, standards, and associated requirements for preservation, packing, shipping, and storage to ensure product quality, safety, and protection of the environment. Ability to recognize the various munitions and explosives to apply the proper procedure for inspecting. Ability to recognize weather and other conditions that affect explosive operations and to select the alternate procedures necessary under such conditions. Knowledge of operating procedures and safety regulations and procedures applicable to firing range activities. Skill in the operation of the full variety of machines and tools in operations. Skill in the maintenance and minor repair of machines, tools, and equipment used in ammunition maintenance.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

OTHER REQUIREMENTS:
1.Incumbent must be cleared IAW requirements of AR 190-11 (Physical Security of Arms, Ammunition, and Explosives) and must pass a local and national law enforcement files check.
2. Incumbent must meet the requirements of DA PAM 385-64, other applicable regulations, as well as validation by the ammunition and explosives safety certification board. Must complete a Training and Certification Program for personnel working in ammunition operations.
3. Incumbent must possess and maintain a current state driver's license.
4. Must perform TDY in conjunction with duties.
5. Must be able to obtain and maintain a Secret security clearance.
6.This position is subject to the Lautenberg amendment to the gun control act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition. Civilian personnel of the Department of the Defense are not exempt from this provision. Therefore, as a condition of employment, selectee will be required to sign a form acknowledging understanding of this provision.
7. Must be certified in Hazardous Waste Site Personnel (29 CFR1910.120).

Pre-Employment Physical Examinations: Individual selected must successfully complete a pre-employment physical examination in accordance with 5 CFR, Part 339 and Technician Personnel Regulation 355.
