Latin America and the Caribbean (LCR) Region

The Infrastructure Practice Group

LCR Infrastructure Department

In Latin America and the Caribbean Region, the Infrastructure Department (ILCDR) is responsible for delivery of the transport and energy programs in the LCR region and it comprises a Transport unit (ILCT1) headed by a Transport Practice Manager and an Energy unit (ILCE1) headed by a second Practice Manager (PM) as well as a small front office.

The LCR Transport Unit (ILCT1). The LCR Transport Unit (ILCT1) has an active portfolio of 24 lending operations with total commitments of about US$3.19 billion, 18 ongoing Analytical and Advisory Activities (ASA) and 3 investment lending deliveries in FY24. ILCT1 also provides significant policy input to an increasing number of policy-based lending operations (DPLs). The current portfolio is split between inter-urban and rural roads projects (38% by number), urban transport operations (42% by number), airports/aviation operations (16% by number) and waterways projects (4% by number).

The ILCT1 unit is looking to recruit an Operations Analyst who will report to the ILCT1 Practice Manager.

Duties and Accountabilities

I. Operational Support

• Provide on-demand operational support to teams to ensure adherence to regional and global quality requirements. • Support the preparation and review of project documents.• Participate in selected preparation and implementation support visits, provide guidance on Bank procedures/processes, and contribute to mission documents (e.g., aide memoires, management letters). • Identify problems and resolving them through interpretation of policies and guidelines and suggesting ways to enhance work organization and effectiveness.

II. Portfolio Management

• Provide TTLs with one stop shop for advice on operational processes and procedures. • Lead the unit's portfolio monitoring, including the Lending and ASA program and analyze performance and status, and provide heads up to the manager on forthcoming deliverables milestones. This includes extracting, interpreting and analyzing data from various sources (standard reports; BI; Operations Portal, etc.) and producing reports and status updates as applicable.• Work closely with TTLs to ensure timely portfolio implementation actions are implemented to address outliers (e.g. ISRs completion, closings, disbursements etc.).• Prepare unit's inputs for monthly lending pipeline and ASA delivery updates and reports and quarterly quality reviews for PM.• Support budget monitoring and reporting, including assisting with tracking expenditures using BPS reports.

III. Quality Assurance

• Serve as a resource person on issues related to the Unit's portfolio advising teams on timelines, Bank guidelines and policies.• Review operational and technical documents as delegated by the Practice Manager/Operations Support Team leads (e.g., Implementation Status Reports, Implementation Completion and Results Reports, Project Restructuring Papers, ACSs), and prepare feedback on behalf of the Practice Manager. • Represent the Unit in regional and global deliverables/portfolio meetings, as needed.• Collaborate with the BPS and LCRDE Teams on portfolio matters.• Support the coordination of sector/operational events as requested.

Selection Criteria

• Master's Degree in public policy, administration, economics, or a combination of a Bachelor's Degree in the same areas and, at least, 4 years of relevant operational experience.

• Knowledge of Bank operations, policies and procedures and thorough understanding of the different project cycles for lending, non-lending operations, and country products.

• In-depth understanding of Bank policies and practices related to operations and the HNP sector.

• Hands-on experience in and understanding of instruments (IPF, PforR, ASA, RAS) with demonstrated fungibility.

• Hands-on experience in Bank operations, including participation in preparation and implementation missions and provision of significant inputs to PADs, ISRs, ICRs, and Aide Memoires.

• Solid experience in contract management, budget, and TF/ASA/RAS administration.

• Familiarity with Bank quality standards and of corporate priorities.

• Strong team player with the ability to work independently and effectively both remotely and face-to-face.

• Ability to treat sensitive and confidential information with a high level of discretion and care.

• Ability to take personal responsibility and accountability for timely response to client queries and act as liaison with different stakeholders / external partners.

• Ability to take personal ownership and accountability to meet deadlines and achieve agreed-upon results and has the personal organization to do so.

• Proven ability to work both independently and in diverse teams, with minimum supervision

• Excellent knowledge of Microsoft and World Bank software applications: Outlook, e-Procure, operations portal/workspace, business intelligence, client connection, etc.

• Excellent interpersonal, written, and oral communication skills, ability to listen carefully and provide sound advice in a constructive manner; ability and readiness to stand firm on difficult and sensitive issues, ability to convey ideas and positions clearly and tactfully to staff and managers at all levels.

• Attention to detail is a must.

• Excellent and effective command of English both in verbal and written forms.
