We are a small but mighty CHPC Certified Staff Team of 7-8 employees and we really are a team that encourages growth and innovation. Our goal has been to move Privacy from an almost exclusively reactive department to a proactive resource for the organization. We utilize Maize Privacy Monitoring for Proactive monitoring activities. Banner has so many supportive and engaging team members. Our team gets to work with so many of them across the organization to assist in ensuring and protecting Sofia's (patient's) privacy. With the advancement in technology and the ever-changing state/federal regulations this is a role and a department that will be change agents. We will promote and provide training and awareness, ensure and work with others to obtain HIPAA compliance, all while continuing to be part of "Making health care easier, so life can be better".

Finding an Associate Director of Privacy that fits that mindset and vision is essential!

You will need a CHPC Certification within 3 years of hire and have Management experience and a minimum of five years' experience in a progressively responsible capacity in health information management and/or HIPAA privacy. The Director will oversee roughly half of all locations/incidents for corporation regarding production expectations. Bring you skills and grow your career!

This is a REMOTE-Hybrid position if you live in the following Banner states only: AK, AL, AR, AZ, CA, CO, FL, GA, IA, ID, IN, KS, KY, LA, MD, MI, MN, MO, MS, NC, ND, NE, NM, NV, NY, OH, OK, OR, PA, SC, TN, TX, UT, VA, WV, WA, WI & WY.

The hours are flexible Monday - Friday as we have remote employees across the Nation. Generally, any 8-hour period between7am - 7pm can work, with production being the greatest emphasis.

POSITION SUMMARY

This position leads and directs the privacy management functions, services and systems for Banner Health in a designated region. The position is accountable for successfully leading the Privacy operational and compliance activities including the design, implementation and maintenance of a database tracking system to effectively and accurately record privacy event data, analyzes and trends the data to plan and develop educational tools and training. The position investigates privacy events and works collaboratively with facility and system leadership in the setting and achieving of designated specific goals that support the region and the organization.

CORE FUNCTIONS

1. Directs the operations of the divisional privacy services, including investigations, actions and reporting to mitigate risk or harm to BH, , BH patients, health plan members, and employees. Works with appropriate partners to identify HIPAA privacy events and other privacy events, investigates and mitigates risk to the patient, member, employee and organization.

2. Directs the process of reporting breaches as required by federal and state laws. Ensures privacy events/violations are appropriately, timely and accurately documented. Evaluates privacy patterns and trends to improve processes and provide necessary education to all workforce members. Implements privacy processes to ensure regulatory compliance and ethical information uses. Uses metrics to measure the efficiency and effectiveness of the operations.

3. Develops and maintains a privacy infra-structure that ensures regulatory and legal compliance in all aspects of federal and state privacy laws. Provides expertise and acts as the subject matter expert. Develops relationships with HIPAA Facility Contacts, staff and management in each assigned location. Provides orientation and on-going education for HIPAA Facility Contacts and Banner staff. Identifies, evaluates, and reports on information privacy risks in a manner that meets compliance and regulatory requirements.

4. Assist with implementation and refinement of database tracking system for tracking privacy events/violations/breaches. Implements system privacy information processes and work flows. Reviews, prepares, analyzes and presents reports and recommendations to facility/region management regarding information privacy and related risks in order to provide concise and accurate information that aids in decision-making.

5. Develops computer based and live educational programs for adult learners, including physicians, system employees, health science students and volunteers. Continuously reviews and updates online educational programs reflective of internal policies, federal and state regulations. Uses sound instructional design theory to develop and deliver learning programs designed to improve confidentiality of protected health information and personally identifiable information. Provides other training techniques, topics and tools including internal intranet website, appropriate forms and processes for use and disclosure of protected health information or personally identifiable information to meet the needs of all customers.

6. Internal customers include CEOs, patients and their families, administrators, physicians, relevant department heads, other leadership personnel, all types of employees, the department, the facility, and the organization as a whole. External customers include federal agencies, the legal system such as the judiciary, outside legal counsel; state agencies; state and local law enforcement agencies; physicians and other health care providers. Regional geography will likely encompass multiple facilities (organizations) and may require significant travel with overnight stays.

MINIMUM QUALIFICATIONS

Must possess a strong knowledge of business and/or healthcare as normally obtained through the completion of a bachelor's degree in business, healthcare administration, or related field.

Must possess substantial knowledge of HIPAA, American Recovery and Reinvestment Act (ARRA), HITECH (Health Info Technology for Economic and Clinical Health), and Omnibus Rules/Acts. Certification in HealthCare Privacy is required within 3 years of hire. Management experience and a minimum of five years' experience in a progressively responsible capacity in health information management and/or HIPAA privacy.

Strong analytical skills to effectively perform confidential privacy investigations, including preparing and enforcing appropriate corrective action plans. Demonstrated ability to work effectively in teams and groups to plan, implement and influence organizational change. Must possess excellent oral and written communication skills, as well as strong classroom, platform, group facilitation, and consultation skills.

PREFERRED QUALIFICATIONS

Certification in Healthcare Privacy. Prior experience working in a healthcare setting with privacy compliance, including privacy education and IT Security compliance, strongly preferred. Experience working in a complex, multi-facility organization preferred. Experience utilizing audiovisual resources, distance learning, and computer assisted learning technologies preferred. Preferred experience in developing and delivering education and/or adult learning programs.

Additional related education and/or experience preferred.
