The AVP of Cooper Research Institute Sponsored Programs and Business Operations is a senior level positions responsible for administrative support and oversight of research activities conducted in The Cooper Health System. This position also oversees responsibility for grants operations in collaboration with the finance leadership for the organization including full budgetary responsibilities. The leader manages research payroll for individuals by allocating their time/effort on a monthly basis to the appropriate grants account to ensure the department’s research effort is self-sufficient and does not require support from clinical revenue.

This role serves as the organizational signer for research at Cooper, as approved by the Chief Executive Officer. This includes Clinical Trial Agreements, Research Study Agreements, Material Transfer Agreements, Professional Services Agreements, Subaward Agreements (Federal and Non-Federal), Grant Award Agreements, Device Loan Agreements, Equipment Loan Agreements, Letters of Intent, Letters of Support, Work Orders/Task Orders (WO/TO), Statements of Work (SOW), Amendments, Invoices that require certification, and Grant Applications. This includes all research related contract negotiations and reviews, financial disclosures, conflicts of interest resolution and ethics, patent filings and intellectual property management/licensing, and biostatistical support. Fiscal oversight of research and programmatic service grant and contract revenues.

The AVP of Cooper Research Institute Sponsored Programs and Business Operations will:
- Review and authorize billing and payment for patients’ research related charges in compliance with federal CMS regulations.
- Serve as the institutional official for all federal and state grants, approving grant submissions in a timely fashion, and ensuring high level compliance with federal/state agency requirements and reporting.
- Act as liaison with CMSRU in order to facilitate use of their laboratory facility and vivarium services.
- Generate new research/programmatic service revenues via proposals and grant support activity. Review all federal grant applications and budgets.
- Develop and manage subcontracts and provide fiscal oversight for outside non-Cooper physicians participating in clinical research in compliance with Stark and anti-kickback laws.
- Review, reconcile and approve research related CMS Sunshine Act Open Payments.
- Review and approve for release on ClinicalTrials.gov website investigator initiated clinical trial
Experience Required
- Minimum of 10 years of experience in key leadership and research management roles with extensive experience in working with senior leadership with respect to optimizing the work of a large, complex organization.
- Success in leadership of complex teams, strategic alliances, and change management projects; experience with organizational development and business unit innovation; proven ability to attract and retain top talent; expertise in producing and executing high quality business plans.
- Highly knowledgeable of research administration and financial management including development of complex grant budgets.
- Demonstrated ability to directly manage large teams of research/technical personnel.
- Project management and organizational skills with the demonstrated ability to drive multiple concurrent projects to completion.
- Strong quantitative, analytical, and problem solving skills.
- Demonstrated ability to work closely and effectively with a diverse constituency in an environment of changing priorities and deadlines.
Education Requirements
- Doctoral degree preferred, Master’s degree required
