This is a hybrid role that requires remote work and on-site work in the OHS Regional Office located in downtown Kansas City, MO.
The Program Manager & Specialist oversees, manages, and contributes to the delivery of professional, technical and administrative support services for Head Start and Early Head Start grant recipients. In collaboration with and in support of the Regional Office of Head Start, the manager and their team provide reliable, high-quality information and records management, as well as program management, grants management and administrative support. The Program Manager & Specialist is BCT’s primary client liaison, and has direct interactions with Regional Office leadership, BCT’s Director and Program Managers in other OHS regions. The Program Manager & Specialist will lead and manage a team that works remotely and on-site in the Regional Office.
Key Responsibilities:
- Supervise and provide direction to Region VII Contractor Support staff.
- Serve as Project Manager and track all Regional Office (RO) activities, timelines, resources, and outcomes.
- Provide Program Specialist responsibilities as assigned by the Regional Office. This includes, but is not limited to, oversight and funding duties which includes monthly calls, annual site visits, internal meetings, risk assessment meetings, funding of annual awards, amendment actions, and the review and awarding of supplemental applications.
- Develop an effective communication plan which is well defined, clearly understood and includes reporting and corrective action instructions.
- Serve as the Point of Contact for the Support Contract, and act as the primary interface with the Client.
- Assume responsibility for the implementation of project deliverables and results.
- Ensure systems and procedures are in place to ensure full functionality.
- Prepare Monthly Status Reports which are timely and accurate.
- Provide Task Summary Reports as required by the Client.
- Ensure the maintenance of all official electronic grant files for new and continued grant awards.
- Participate in onsite monitoring visits, including follow ups and desk reviews as part of the Aligned Monitoring and RAN system processes.
- Utilize Grant Solutions as needed.
- Review programmatic status reports, monitor review findings, and work with assigned Program and Grants Specialists to assist programs in resolving any issues, non-compliances or deficiencies.
Experience, Knowledge, Skills & Abilities:
- Bachelor’s Degree in management, business administration, public administration or related field from an accredited university or college; Master’s Degree is a plus, but not required.
- 10+ years of relevant and progressive professional experience managing client services projects of the size, scope and complexity similar to this project, with at least 6 years’ supervisory experience.Â
- Ability to provide ongoing monitoring support to grant-funded programs.
- Knowledge and experience with Head Start/Early Head Start or other early childhood programs are required.
- Strong knowledge and experience with Head Start Performance Standards, child development and all applicable federal, state and local laws.
- Proficient computer skills and familiarity with Microsoft Office with expertise in charting and graphing Regional Office outcome data.
- Experience developing, implementing, managing, and improving complex, multi-faceted projects.
- Experience implementing quality assurance systems that improved the provision of client services.
- Communicate clearly when speaking and in writing; produce high quality written materials such as memoranda, presentations and correspondence.
- Experience with Microsoft Office Suite (including Outlook, Word, Excel and PowerPoint), OneNote, Teams and SharePoint; proficiency working with Smartsheet is desired.
- Experience effectively managing multiple priorities and coordinating with stakeholders.
- Ability to leverage strong interpersonal and communication skills to build effective collaborative relationships with staff, clients, remote colleagues and supervisors, and others.Â
- Ability to, both independently and collaboratively, solve problems, make decisions and manage change.
- Experience leading, managing, and motivating high performing teams; foster an environment of mutual support and respect.
BCT offers a competitive total compensation package that, for this position, includes base salary with a starting annual range between $78,000 and $83,000, along with a generous benefits package. BCT’s benefits include heavily subsidized medical, dental and vision coverage, fully vested 401k plan with company match, company paid life and disability insurance plans, paid family leave, and a plentiful paid time off policy.
