Summary

This National Guard position is for a BUDGET ANALYST (TITLE 32), Position Description Number D237000 and is part of the J9 located in Draper UT with the Utah Army National Guard.

The selecting supervisor for this vacancy is COL Cody Workman.

IAW UTNGR 690-12 dated AUG 2022 and LIUNA-UTARNG CBA dated 11 OCT 2022, Priority will be given to all current, onboard employees of the UTARNG.

MILITARY REQUIREMENTS:

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.

Compatible Military Assignments: OBR: 36A, 42B, WMOS: 420A, EMOS: 36B, 42A

  • National Guard Membership is required.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • May be required to successfully complete a probationary period.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license.
  • Participation in direct deposit is mandatory.
  • Medical screening will be completed upon selection for hire.
  • Soldiers who accept a technician position may be terminated from the Bonus and Student Loan Repayment Program (SLRP).
  • Potential for Incentive Pay.
  • This position is eligible to be in the union: Laborers International Union of North America (LiUNA) Local 1776.
  • Position may be telework eligible after completion of probationary period.
  • This is a Financial Management Level Certified position IAW the National Defense
    Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management,
    Section 1599d. Incumbent shall comply with the requirements of this certification program.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep
    96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a
    qualifying crime of domestic violence may not perform the duties of this position.
  • Ability to establish effective professional working relationships with coworkers and
    customers, contributing to a cooperative working environment and successful
    accomplishment of the mission.
  • May occasionally be required to work other than normal duty hours; overtime may be
    required.

Qualifications

BASIC QUALIFICATION REQUIREMENTS:

  • Skilled in collecting and analyzing data effectively, efficiently, and accurately;
  • Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication;
  • Ability to write English in reports and presentation formats;
  • Ability to communicate clearly and effectively;
  • Skilled in presenting formal training presentations and briefings; and,
  • Skilled in applying procedures and directives by reading and interpreting program material.

Specialized Experience:
Have at least 1 year at the GS-0560-09 or above?

OR have experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures. Must have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures.

Education

Substitution of Education for Specialized Experience:
Must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.
The college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management.

AS A GENERAL RULE, ONE QUARTER COLLEGE CREDIT HOUR EQUALS .67 SEMESTER COLLEGE CREDIT HOUR.
For example, to compute the number of semester hours an applicant earned, after he/she successfully completed 36 quarter credits in accounting discipline courses by:
1. Use the data point of .67 to compute Quarter Hours into Semester Hours:
36 Quarter Hours X .67 Semester Hour = 24 Semester Hours.
OR
2. May compute the number of semester hours an applicant has earned, after he/she successfully completed 36 quarter credits in accounting discipline courses:
36 Quarter Hours /1.5 = 24 Semester Hours.

All academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education.
