Current Opening: Community Development Department Business Analyst (Accela Operations Analyst)
The Community Development Department’s technology landscape, particularly through the use of the Accela Civic Platform, continues to expand rapidly, increasing both the complexity and volume of system operations. The Accela Operations Analyst will provide critical support in managing these growing demands, alleviating the workload on existing staff, ensuring efficient operation, and driving the successful deployment of new features and functionalities. This role will bridge the gap between daily system needs, end-user support, and the more complex technological projects, allowing the department to operate more effectively while continuing to innovate.
Responsibilities
• Provide ongoing technical support for the Accela Civic Platform, including the Accela Mobile App, inspections-related business needs, Simple Permits, SolarAPP+, and other Accela technologies, features, and integrations as adopted.
• Assist end-users with technical problems, including processing refunds and log in issues.
• Assist in the preparation of business requirements documentation.
• Coordinate with various city departments to ensure system changes are communicated and understood.
• Coordinate with the Knowledge Management Coordinator to maintain and update the Accela Knowledge Base (AKB) with new articles and videos.
• Train staff on new system functionalities and updates.
• Monitor system performance and work with the Technology Project Manager, IT, or vendors for necessary upgrades or improvements.
• Document and escalate complex issues to the Technology Project Manager, and other appropriate teams or vendors.
• Stay current with new technologies and business processes and offer solutions within Accela where applicable.

• Strong ability to learn new systems quickly.
• Experience with software implementation and support.
• Excellent troubleshooting and problem-solving skills.
• Ability to work collaboratively with different departments and stakeholders.
• Plus: Experience with Accela, but more desirable is ability and willingness to learn.

The annual salary range for this position is $119,106.96 - $152,152.20. This position may be filled at or near the minimum of the salary range.

Minimum Qualifications
EDUCATION AND EXPERIENCE
Minimum Qualifications:
• Graduation from an accredited college or university with a bachelor's degree in business administration, economics, engineering, environmental studies or a related field; and
• Four (4) years of progressively responsible experience which has included accounting record keeping, financial and market analysis, resource planning, utility demand-side programs, communication technologies, data management related to customer analysis or other related fields.
Possible Substitution:
Associates Degree with five (5) years of full-time utility business/analysis experience may be substituted for the minimum qualifications of a Bachelor's degree and four (4) years of progressively responsible experience
Desirable Qualifications:
For Finance Department:
Experience with Utility Billing and Collection Programs, Advanced Metering and Analysis programs
LICENSE
Possession of an appropriate, valid California driver's license is required at time of appointment and for the duration of employment.

Must be able to perform all the essential functions of the job.
