Conditions of Employment
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. - Must complete a 1-year SES probationary period, unless previously completed.
- Must complete a Questionnaire for Sensitive Positions, SF-86, for a pre-appointment full-field background investigation. In addition, periodic re-investigation is required no later than five years after selection and at least every succeeding five years.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.

Qualifications
Mandatory Qualifications Requirements: To meet minimum qualifications, applicants must possess the following technical and executive core competencies. These competencies would typically be gained through experience, education, and training that reflects progressive development and achievement in managing a Federal program for a nationwide organization or equivalent in the private sector. An individual's total experience and education must demonstrate the ability to perform the duties of the position. Experience must be at a level of difficulty and responsibility comparable to the GS-15 level in Federal Service.
A. TECHNICAL QUALIFICATIONS (TQs)

- TQ 1: Demonstrated experience leading teams to create and implement acquisition strategies that are cutting-edge, align with an agency's long-term strategic planning, and focus on improving service delivery.
- TQ 2: Demonstrated ability to develop a customer service culture in an acquisitions organization and incorporate best practices to drive continuous improvement in customer satisfaction.
B. EXECUTIVE CORE QUALIFICATIONS (ECQs)
Applicants must address how their knowledge, experience, and abilities relate to the following ECQs. PLEASE LIMIT YOUR RESPONSE TO TWO (2) SINGLE SPACED PAGES PER ECQ WITH ONE INCH MARGINS AND THE FONT SIZE NO SMALLER THAN POINT 12.
Note: Current career Senior Executives, QRB-certified graduates of SES candidate development programs, and individuals with SES reinstatement eligibility are not required to address the executive core qualifications.

Education
Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
Individual Occupational Requirements
Basic requirements is as follows:
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
Mandatory Training defined as:
The training curriculum required for this position is completion of FAC-C Level I and Level II mandatory courses. Applicants that have FAC-C Level III (or DAWIA Level III) Certification or equivalent, provide a copy of the certification by the closing date of the announcement to be considered. If the applicant holds a valid/current Defense Acquisition Workforce Improvement Act (DAWIA) Level II or Level III certification, then the applicant meets the training requirement. ***FAC-C courses are listed below, DAWIA equivalents are also acceptable.

AND
B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
