Job Description

The Chief Engineer / Head Janitor (Local Union 1) serves as the on-site leader for all building operations, maintenance, and janitorial services. This role is essential to maintaining the physical integrity, safety, and cleanliness of the property. The Chief Engineer ensures that all systems operate efficiently and that maintenance issues within individual units and common areas are promptly addressed. Working closely with staff and residents, this hands-on leader fosters a secure and comfortable environment while supervising team members, managing preventative maintenance, and resolving technical challenges with professionalism and care.Responsibilities Ensure that maintenance and janitorial team members adhere with 5T policies, OSHA, ADA, Fair Housing, and other applicable laws and codes. Maintain all mechanical equipment including HVAC and pumps. Plan, organize and direct a variety of projects, and activities related to the maintenance and repair of the property. Effectively allocate resources, including team members and supplies to the building to ensure that performance benchmarks are met. Review practices and priorities of maintenance and repair at the property, on a daily basis. Monitor property conditions daily and report or respond immediately to any unsafe or deteriorating situations. Assist team members with ongoing preventive maintenance plan at the property. Ensure that maintenance and janitorial team members are trained and competent in their job duties. Remain aware of all utility shut-offs, sewer clean-outs, and safety hazards throughout the property. Conduct weekly/daily inspections of the property including but not limited to grounds, building systems, roof, elevator rooms, maintenance shops, storage rooms, common areas, building exteriors, and work order productivity. Note deficiencies observed during inspections and assign team members with proposed plan of action and follow-up for completion within a specific time frame. Complete final inspections of units before they are leased. Submit requests for major repairs or purchases to the Community Manager prior to initiating. Track inventory and report shortages of materials, tools, and supplies. Safely operate tools and heavy equipment; assist in removing abandoned furniture or lifting large appliances. Support groundskeeping activities such as sweeping, raking, and shoveling to maintain a clean property. Assist janitorial and maintenance team members with projects and deadlines. Change locks, cut keys, and maintain time records accurately in the Paychex system. Schedule and perform preventive maintenance on equipment as assigned. Reinforce a safety-first mindset for both the maintenance team and residents. Assist with annual apartment inspections and provide training to janitorial helpers as needed. Provide technical expertise, information and assistance to the Senior Property Manager in the formulation, development and implementation of policies and procedures. Perform other related duties as assigned.Qualifications & Skills Working knowledge of EPA and OSHA regulations for handling hazardous materials (e.g., solvents, Freon, caustics). Prior experience in a maintenance, facilities, or janitorial leadership role. Solid understanding of HVAC, plumbing, carpentry, and electrical systems. Strong working knowledge of planning, organization and direction of the maintenance and repair activities. Supervise and evaluate the performance of maintenance and janitorial team members. Understand principles and practices of administration, supervision and training. Interpret, apply and explain rules, regulations, policies and procedures. Communicate effectively both orally and in writing. Direct the maintenance of a variety of reports and files related to assigned operations and activities. Working knowledge of computers and automated systems. Willingness to support and mentor other maintenance staff. Availability for emergency standby schedule, including evenings, weekends, and holidays.Work Environment This position involves exposure to fumes, airborne particles, moving mechanical parts, and vibrations. Noise levels can be high, particularly in mechanical areas or while operating equipment.Physical DemandsThis is a physically active position that requires: Frequent standing, walking, bending, kneeling, crawling, climbing, and stooping. Lifting or moving items exceeding 50 pounds. Regular use of hands, tools, and mechanical equipment.
