WHAT YOU WILL DO: The Child Care and Early Learning (CC&EL) Project Manager Quad-Agency and Special Projects (Project Manager III-IV) performs complex to advanced (senior-level) project management work. Works under general to limited supervision, with moderate to considerable latitude for the use of initiative and independent judgment. YOU WILL BE TRUSTED TO: β€’ Play a critical role in ensuring the successful administration of the new Quad-Agency initiative, focusing on better coordination between Texas state agencies operating early childhood programs. β€’ Manage the business functions of the Quad Agency initiative, including planning and managing Quad Agency meetings, establishing goals and objectives, and compiling project information and status reports. β€’ Develop and evaluate early childhood program regulations, administrative policies and procedures; and identify regulatory conflicts between Quad Agency policies and procedures, and identify potential areas of needed change, including the development of recommendations, for the Quad Agency’s consideration, to improve operations. β€’ Support other interagency, and TWC/Board collaboration efforts, including process improvement initiatives. β€’ Plan, assign, and supervise the work of others. β€’ Perform other duties as assigned. YOU QUALIFY WITH: β€’ Project Manager III: Four years of full-time experience in project management work, business analysis, or project administration; or four years of full-time experience in the oversight of an agency program or in strategic planning and policy implementation. β€’ Project Manager IV: Five years of full-time experience in project management work, business analysis, or project administration; or five years of full-time experience in the oversight of an agency program or in strategic planning and policy implementation. β€’ Both Levels: Relevant academic credits may be applied toward experience qualifications for this position. YOU ARE A GREAT FIT WITH: β€’ An understanding of the Texas early childhood landscape, and state agencies that provide early childhood services; and have knowledge and experience managing an early childhood public services program within Texas; and have experience in overseeing goal setting, timelines, and overseeing performance for an early childhood public services program β€’ Strong analytical skills, a solution focused mindset, and a passion for working collaboratively to identify and implement system improvements. β€’ Experience as a leader within a state government, managing complex projects, and working collaboratively with stakeholders, including experience in overseeing goal setting and timelines. β€’ The ability to effectively communicate, both orally and in writing, and can present information to internal and external customers β€’ Using logic and reasoning skills to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems. β€’ Skills in operating computers and applicable computer software.
