Summary

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Peterson AFB - El Paso - Colorado.

Conditions of Employment

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must obtain and maintain a Top Secret security clearance with Sensitive Compartmented Information (TS-SCI)
  • Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI). This requirement varies depending on the duty location, may or may not apply.
  • Must pass an initial and periodic urinalysis screening for illegal drug use.
  • Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military Affairs Desk Officer (MADO) Security In-Processing (SIP) process.]
  • This requirement varies depending on the duty location, may or may not apply.
  • May be required to carry a pager or cell phone during on call status outside normal duty hours.
  • May be required to deploy to exercise or contingency locations to provide expert support, possibly for 30 days or longer.
  • Shift work, irregular tours of duty, and/or extended duty may be required.
  • The incumbent will be required to travel up to 20% of the time.
  • Department of Defense Directive 8570.1, signed in August of 2004, requires every full and part-time military service member, defense contractor,
  • civilian and foreign employee with privileged access to a Department of Defense system, regardless of job series or occupational specialty, to obtain a commercial certification credential
  • that has been accredited by the American National Standards Institute (ANSI). The approved base line certification for this task requirement is
  • IAT Level I certification of DoDD 8571.01-M, and the incumbent must achieve IAT Level I certification within six months or less of entrance on duty.
  • This is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f.

This position is in the Professional Work Category at the Full Performance Work Level within the CES Occupational Structure.

In order to qualify, you must meet the Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe One Year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1. Planning and Operations network and defensive cyberspace operations (DODIN/DCO) procedure for the command (i.e. CYBERCOM, DOD CIO, Joint Forces Headquarters Defensive Cyberspace Operations JFHQ-C DODIN, and/or cyber protection team (CPT) network and defensive cyberspace operations planning, procedures, operations, and authorities supporting Combatant Command objectives and requirements.) 2. Executing Defense Information Network and Defensive Cyberspace Operations DODIN/DCO planning meetings (including briefs, meetings, operational planning teams, conferences, classes, crisis action planning, etc.) including generation and review of supporting materials (briefings, synch matrices, agendas, schedules, timelines, DODIN RAMs, Requests for Support (RFS) etc.). 3. Maintains Cyber domain technical aptitude sufficient to understand and translate broad area of technical operations, activities, investments, and information into non-technical operations, activities, investments, risks, requirements, impacts, etc. for senior non-technical decision makers including the development and delivery of technical and other professional communications (battle rhythm charts, decision briefs, decision support matrices, activity reports, ghost emails, calendar invites, FO/GO talking points, information papers, staff packages, responses to Congress, etc.). DOD 8571.01 IAT Level 1 4. DOD planning experience is desired (MDMP and/or Service equivalents, JOPP / JPP, APEX, SAAS/SAMS/SAWS, etc.)
