Summary

Would you like to join the builder and steward of the landmark buildings and grounds of Capitol Hill? Our staff at the Architect of the Capitol (AOC) work around the clock to preserve and maintain the historic buildings, monuments, art and inspirational gardens on the Capitol campus. The Deputy Architect supports and assists the Architect of the Capitol who is entrusted with preserving, maintaining and enhancing the national treasures that make up the Capitol complex.

To be employed by the Architect of the Capitol in a paid position, an individual must meet one of the categories below:

  • A citizen of the United States;
  • A person who is lawfully admitted for permanent residence and is seeking citizenship as outlined in 8 U.S.C. 1324b(a)(3)(B);
  • A person who is admitted as a refugee under 8 U.S.C. 1157 or is granted asylum under 8 U.S.C. 1158 and has filed a declaration of intention to become a lawful permanent resident and then a citizen when eligible;
  • A person who owes allegiance to the United States (nationals of American Samoa, Swains Island, and the Northern Mariana Islands, and nationals who meet other requirements described in 8 U.S.C. 1408); or 
  • A person who is currently an officer or employee of the Government of the United States.

  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position

Applicants must clearly show possession and demonstrated leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent for each Executive Core Qualification (ECQ) and Professional Technical Qualification (PTQ). Failure to address and meet any of the ECQs and PTQs via the vacancy questionnaire, will eliminate you from further consideration. Applicants currently serving in a Senior- Rated (SR) appointment (other than a temporary promotion), career Senior Executive Service (SES) appointment or have successfully completed a SES Candidate Development Program and have been certified by the Office of Personnel Management do not need to address the ECQs and must address each PTQ.

Executive Core Qualifications:

ECQ 3 – Results Driven: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems and calculating risks.

ECQ 4 – Business Acumen: The ability to manage human, financial and information resources strategically.

ECQ 5 – Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments or international organizations to achieve common goals.


Professional Technical Qualifications (PTQs):

1. Demonstrated experience providing strategic direction, management and oversight for the operational functions of a significantly complex organization including facilities operation and maintenance; safety, design, construction and project management; administration and modernization of information technology systems; productivity and cost-savings measures; strategic human capital management; and financial management to ensure budget, financial information and systems support strategic and annual plans.

2. Demonstrated leadership and managerial level experience delivering facilities management services with a workforce comprised of both bargaining and non-bargaining unit personnel executing areas of expertise such as engineering; architecture; historic preservation; skilled trades such as electrical, gardening, masonry, mechanics, plumbing, painting and plaster, sheet metal and wood crafting; and visitor services.

3. Proven leadership and management experience overseeing a large complex and/or historical facilities and the ability to communicate strategically to a broad group of constituencies to establish and maintain effective communications and working relationships including with Members of Congress, oversight committees, heads of federal and other appropriate government agencies and external organizations and communities to advance programs and objectives

Education

Candidates should possess an undergraduate degree with a concentration in architecture, engineering, urban planning, business administration or a related field. A graduate level degree in business or a technical field is a decided plus. A candidate with architectural or engineering training is highly desired.

Education must be from an accredited institution recognized by the U.S. Department of Education. Therefore, provide only the degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.

Special Instructions for Foreign Education: You must show a private organization that specializes in interpretation of foreign education programs have evaluated the education credentials and deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
