Board of Registration in Nursing (BORN), part of the Massachusetts Department of Public Health (DPH), is seeking an experienced nursing leader to play a dynamic leadership role essential to advancing nursing regulation and public protection in Massachusetts as BORN Deputy Executive Director. This position serves as a trusted advisor to the Executive Director, actively shaping regulatory and policy decisions, overseeing the management of complaints, and driving initiatives that support safe and effective nursing practices. Acting as a representative of the Executive Director in key meetings and events, the Deputy Executive Director plays a crucial role in conducting enhanced collaboration and ensuring the seamless operation of the agency in their absence.

This role also involves providing strategic oversight to Nursing and Licensing Coordinators, fostering efficiency in licensure, education program regulation, and customer service. Please Note: Selected Candidate must have a current and valid registration as a professional nurse under the Massachusetts Board of Registration in Nursing.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
• Assist the Executive Director in developing and recommending policy initiatives to the Board, ensuring alignment with regulatory goals and public protection mandates.
• Oversee the management and resolution of complaints to ensure timely and effective processes that uphold public safety and trust.
• Analyze emerging standards and trends in nursing practice to guide policy development and regulatory compliance.
• Represent the Executive Director at meetings and events, maintaining a strong organizational presence and fostering collaboration with stakeholders.
• Manage the agency in the absence of the Executive Director, ensuring continuity in leadership and decision-making.
• Supervise Nursing Coordinators responsible for regulating nursing education programs and licensure for practical nurses, registered nurses, and advanced practice registered nurses.
• Direct the Licensing Coordinator in managing licensing processes, including initial applications, renewals, reciprocity, and advanced practice authorizations, to provide efficient and effective customer service.
• Oversee administrative operations, reviewing records and performance metrics to ensure compliance with statutes, regulations, and agency policies.
• Recruit, train, and evaluate staff while addressing performance, resolving conflicts, and implementing disciplinary actions when necessary.
• Act as a liaison to other state agencies, professional organizations, and nursing education programs, delivering presentations on the Board's role in regulating nursing practice and education.
Preferred Qualifications:
• Excellent proven managerial skills including ability to lead a successful team. At least 5 years of managerial experience is highly preferred.
• Capacity to lead solid guidance and support to staff, managers and colleagues.
• Proficiency in conflict resolution and problem-solving to ensure effective and equitable outcomes.
• Capacity to think clearly and perform effectively under stress or in challenging situations.
• Comprehensive knowledge of nursing education, practice, and healthcare policy.
• Familiarity with Massachusetts and federal laws, regulations, and standards governing nursing practice, including ability to interpret and apply legislation and regulations related to nursing practice.
• Expertise in the requirements for nurse licensure, including laws, rules, and regulations related to disciplinary actions and investigatory processes.
• Strong skills in planning, organization, and communication to manage complex regulatory functions and stakeholder interactions.
• Strong public speaking skills to articulate the Board's role and mission to diverse audiences.

Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in a particular specialty (i.e. scientific, professional, or technical) and must possess current license and/or registration requirements established for the performance of the position, of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the (A) required experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the (A) required experience.
Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
