Qualifications
Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.
Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.
In order to be deemed as "BEST QUALIFIED" candidates must meet both the educational requirements AND the Specialized Experience.
A. Education
You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: Â a professional law degree JD, LL.B., and/or LL.M.Â
NOTE-If you do not provide a transcript at the time of application, a transcript will be required to be provided at the time of selection.
AND
B. Specialized Experience
Applicants must have a minimum of four years of professional law experience, one year of which must demonstrate specialized experience which is equivalent to the GS-14 in the Federal service. For this position, specialized experience includes the following:
 1. Experience demonstrating expert knowledge of and experience interpreting, and advising on IG Act authorities, as well as statutes, regulations, and policies associated with Offices of Inspector General to include government ethics, appropriations, administrative remedies such as suspension and debarment, employment law, privacy, and the Freedom of Information Act (FOIA).
2. Experience interpreting and applying expert knowledge of the Federal False Claims Act, 31 United States Code § 3729 and alleged violations of Title 18, United States Code.
3. Experience demonstrating expert knowledge of and experience conducting investigations, audits, evaluations, and/or other reviews related to oversight of Federal Benefits Programs or Public Assistance Programs, to include Federal emergency relief programs.
4. Experience or training with enforcement and/or outreach related to the Whistleblower Protection Act, Whistleblower Protection Enhancement Act, and all related legislation, to include handling related investigations or serving as or with an OIG's Whistleblower Protection Coordinator.
5. Experience drafting or reviewing audit, evaluation, inspection reports, and/or agile work products, as well as mandatory reports such as the Top Management Challenges Report and the Semiannual Report to Congress.
6. Experience with external communications to include: making written and oral presentations to agency senior leadership and other government officials; developing testimony and providing briefings to congressional staff; and/or working on media relations and social media campaigns.
PART-TIME OR UNPAID EXPERIENCE: Â Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
