SCOPE:

The Director of Maternal & Infant Health reports to the (Senior) Executive Director of Market Impact, develops, and executes the Mission Impact strategy at the local level in line with the national strategy and moves MOD priorities forward through the stewardship of key state level relationships. The position partners with market staff to translate and share the Mission Impact work in ways that invite donor investment and supporter engagement, leading with mission and empowering local teams to align impact strategies to community needs in the designated area. This role is responsible for building a pipeline of interest in Mission Investment Opportunities (MIOs) among partners and organizations and securing funding to meet national goals.

RESPONSIBILITIES:

Leadership

  • Embody adaptive leadership and establish March of Dimes as a leader in MCH in the community/state
  • Adhere to March of Dimes National strategic plan as well as state level strategic alignment plan • Model results based leadership and execute and facilitate results based meetings
  • Model anti-racist behaviors and practices, center community voice and be a systems thinker
  • Utilize databased decision-making
  • Maintain understanding of current implementation challenges and develop solutions to address them
  • Maintain accountability throughout all processes and engagement
  • Develop and Lead Plans

Objectives, Strategies

  • Serve as the "maternal and infant health lead" for the market(s) by: engaging and mobilizing the community & building strong volunteer relationships
  • Together with community partners and utilizing available data, identify areas of high need/high burden and focus local programming on these populations in assigned market that align with national impact strategy.
  • Lead a prioritization and action planning process that focuses on eliminating health disparities within maternal and infant health.

Program Implementation and Collaboration

  • Working with the national mission department, manage implementation of new mission investment opportunities within assigned market(s) and implement new programs.
  • Drive collaboration with internal staff partners in the market around mission impact goals.
  • Engage in regular collaboration and communication with market team to ensure mission impact strategies are coordinated into development, communications and marketing, and advocacy activities. Plans, Objectives and Strategy:
  • Develop a policy and advocacy plan and strategy.

Direct Lobbying

  • Perform ongoing management of issues and execution of strategy, tracking of legislative and regulatory priorities, production of advocacy materials, and lobbying of policymakers.
  • If applicable, conduct hiring, oversight and management of legislative consultant. Manage coalition relationships. Plan and execute advocacy events.
  • Represent MOD in various capacities with policymakers, volunteers, and other stakeholders.
  • Register as a lobbyist consistent with state laws and regulations. Utilize electronic data management tools in order to review and analyze legislative developments.

Donor Development

  • Translate and share mission and/or advocacy impact in ways that invite donor investment and supporter engagement.
  • Develop strategy that identifies connections between donor interest and the organization's impact and advocacy agenda.
  • Collaborate with staff partners and key volunteers to identify, cultivate and secure program funding, including sponsorship, for relevant mission campaigns.

Revenue Development

  • Identify and secure funding and site locations for SPC and/or NICU Family Support in collaboration with market staff.
  • In concert with market staff, identify other opportunities to raise revenue around mission priorities (national and locally).

Partner Development, Engagement and Volunteer Relationships

  • In partnership with the National Volunteer Engagement Dept, recruit appropriate MCH volunteers to serve on the local Market Impact board or a sub-committee.
  • Build and cultivate a network of meaningful volunteer partnerships to advance the mission and recruit and manage volunteer networks, including but not limited to maternal/child health organizations agencies. Responsible for managing the mission committee.
  • Provide timely direction, important opportunities, resources and recognition to volunteers while at the same time relying on their expertise, abilities and willingness to use their networks to drive the goals of the organization.

Measurement, Data Collection and Reporting

  • Ensure that data is collected, entered, analyzed and communicated effectively

QUALIFICATIONS:

  • Previous Experience: A minimum of 5 years' experience in one or more of the following areas: maternal/child health program planning and implementation; advocacy and government affairs; public health programming; working with disadvantaged populations; community development.
  • Experience with results-based accountability model
  • Skilled organizer with experience in community engagement and coalition management including multicultural communities
  • Ability to interact across multiple acculturation levels and socio-economic groups
  • Familiar with the geography, key institutions and key partners and volunteers
  • Experience convening and leading partners, building strategic partnerships, and conducting meetings with internal and external partners
  • Critical thinking skills in assessing the local market environment and available resources to successfully implement new and existing programs
  • Ability to recruit, mobilize and lead volunteers
  • Education: Master's degree in public health, health advocacy or policy, community health, public administration, or other related field, or equivalent combination of education and experience.
