Summary

Conditions of Employment

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Qualifications

GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience in troubleshooting electrical and electronic systems
  • Experience performing credit card purchases and maintaining purchasing documents
  • Experience using a variety of guidelines, manuals, and standard reference materials
  • Experience exercising independent judgment and skill to interpret and analyze considerable amounts of data plan work
  • Experience recognizing the need for improvements to Master Clock and time transfer electronic systems, subsystems, components, connections, and their associated electrical power systems and the interdependence between several systems.
  • Experience installing electronic circuits and cables, moving equipment and clocks, general maintenance and similar work.
  • Experience writing formal reports and publications on procedures developed.
  • Experience performing maintenance on complex electrical and mechanical systems, which may require climbing to heights using ladders, cranes, and safety harnesses.
  • Experience troubleshooting electrical and electronics systems.
  • Experience communicating scientific and technical material in both verbal and written formats to a wide range of audiences from technical experts and peers to government or international experts.
  • Experience willingness to learn and adapt to work in a complex technical environment.
  • Experience performing credit card purchases and maintain purchasing documents.
  • Experience using a variety of guidelines, manuals, and standard reference materials that are not completely applicable to the work or have gaps in specificity requiring the incumbent to use judgment and initiative to interpret and adapt them to specific cases and problems.
  • Experience exercising independent judgment and skill to interpret and analyze considerable amounts of data plan the work, and refine methods and techniques.
  • Experience applying considerable number of different basic but established methods, procedures, and techniques that affect the operation of systems and equipment and the timeliness and economy of operations, service, and equipment.

  • Experience using electrical concepts, theories, principles and practices
  • Experience troubleshooting complex systems in the areas of satellite communications systems, Master Clock measurement, and control and dissemination systems
  • Experience with maintenance of complex electrical and mechanical systems
  • Experience recognizing the need for improvements to Master Clock and time transfer electronic systems, subsystems, components, connections, and their associated electrical power systems and the interdependence between several systems.
  • Experience installing electronic circuits and cables, moving equipment and clocks, general maintenance and similar work.
  • Experience writing formal reports and publications on procedures developed.

Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
GS-11: NOT APPLICABLE
GS-09: Two full years of graduate education or a master's degree

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements.
