Summary
This is an open continuous announcement until Sept 30, 2024. Qualified applicants will be considered and referred as vacancies become available.
The initial cut-off date for referral of eligible applications will be August 31, 2024, with subsequent cut-off dates on the 15th of each month. Eligible applications received after that date will be referred at regular intervals or as additional vacancies occur on an as-needed basis until positions are filled.

Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: You may be advanced without time restrictions to positions up to GS-5 if the position to be filled is not more than two grades above the lowest grade held within the preceding 52 weeks under a non-temporary competitive appointment.

Individual Occupational Requirements (IOR)
- Specialized Experience: Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. Examples of specialized experience include: Knowledge of the meaning and spelling of medical terminology, clinic procedures regarding scheduling and medical record procedures; Knowledge and ability to provide specialized nursing care to patients, which requires knowledge of standardized and special procedures as catheterizations, irrigations, tracheotomy suctioning and sterile dressings; Knowledge of infection control and isolation procedures such as essential elements in the prevention of infectious diseases such as hand washing techniques and asepsis; Successful completion of a CPR course and an advanced training in nursing assistant responsibilities; Recognize age related changes in a patient's condition and adapt the delivery of care; Recognize significant changes in patient's condition and take emergency action, such as applying oxygen mask and initiating CPR. NOTE: Clear examples of this specialized experience MUST be documented within your resume. OR,
- Education: Successful completion of a full 4-year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the position (transcript required if you are basing all or part of your qualifications on education). AND,
- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the meaning and spelling of medical terminology, clinic procedures regarding scheduling and medical record procedures; Knowledge and ability to provide specialized nursing care to patients, which requires knowledge of standardized and special procedures as catheterizations, irrigations, tracheotomy suctioning and sterile dressings; Knowledge of infection control and isolation procedures such as essential elements in the prevention of infectious diseases such as hand washing techniques and asepsis; Successful completion of a CPR course and an advanced training in nursing assistant responsibilities; Recognize age related changes in a patient's condition and adapt the delivery of care; Recognize significant changes in patient's condition and take emergency action, such as applying oxygen mask and initiating CPR. - Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a full 4-year course of study leading to a bachelor's degree, with a major of study or at least 24 semester hours in subjects directly related to the position (transcript required if you are basing all or part of your qualifications on education). OR,
- Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. At least 8 of the excess semester hours must be directly related to the work of the position (transcript required if you are basing all or part of your qualifications on education).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Position requires standing, walking, bending, stooping, lifting, and transferring during the administration of care. In addition the work could require long periods of standing, walking, lifting of moderately heavy objects such as typewriters, printers, manuals, or medical records. In addition, the incumbent must be emotionally stable and adjust to different types of personalities, demonstrating cheerfulness, compassion, courtesy, and concern. He/she must be quick and dependable in taking emergency action as directed and use initiative in preventing accidents.
