THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a INSPECTIONS SPECIALIST (SUPERINTENDENT) (Title 32), Position Description Number D2897000 and is part of the AR ANG 189 ALF WG, National Guard.

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade listed below. Selectee will be required to wear the military uniform.

  • Minimum Military Grade: NLT E-6/TSgt
  • Maximum Military Grade: NTE E-8/SMSgt

Compatible Military Assignments: Selectee must be a member of the Arkansas Air National Guard.

IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO.

Qualifications

GENERAL EXPERIENCE:
Experience, education, or training which has provided the applicant with skill in collecting and analyzing data effectively, efficiently, and accurately; knowledge of applicable laws, directives, regulations, policies, and procedures; skill in interpersonal communications, empathy, and effective listening; ability to organize thoughts, research materials, and manage case projects; skill in comprehending and interpreting directives and laws; ability to enunciate without impediment of speech that would interfere or prohibit effective communications; ability to write reports and presentation formats; and ability to communicate -orally and in writing- clearly and effectively

SPECIALIZED EXPERIENCE:
1-year specialized experience equivalent to at least the next lower grade.

3. Oversees the management of Wing instruction and develops goals using detailed analysis of the Wing USAP and IG systems of record, to include IGEMS, IGEMS-C and MICT. Ensures the Wing USAP is developed and continually refined to inform the CCIP of the Wing's overall health. Collaborates with personnel at all levels within the Wing to foster an environment of critical self-assessment and corrective action planning. Ensures adequate guidance and training is developed and provided to Commanders, Unit Self-Assessment Program Managers (USAPMs), MICT Administrators, and IGEMS users across the Wing who are executing the self-assessment portion of the CCIP. Supports Commanders at all levels as they build and preserve robust USAPs designed to fulfill their congressional requirements and DAF regulations to inspect those under their command. Oversees the administration of MICT, IGEMS, IGEMS-C across the Wing and safeguards personally identifiable information (PII), controlled unclassified information (CUI), and higher classified data. In coordination with the Director of Inspections, synthesizes inspection data, mitigates risk, and drives wing-wide policy and procedure changes as part of the Commander's Inspection Management Board (CIMB). Compiles data, analysis, and trend reports through the CCIP dashboard to advise the Wing Commander of the Wing's overall health and compliance. Oversees the Wing's waiver management process; reviews and provides advice for waiver creation from the Wing to NGB and/or G-MAJCOM(s).

4. Serves as an independent IG in overall operation, administration, and management of the CRP, IG Investigations, FWA, and Whistleblower Reprisal program. Assists the Wing IG in the development, review, and implementation of local guidance; supplements to G-MAJCOM(s) policies and procedures to achieve prompt and proper resolution of investigations and inquiries under the IG CRP. Advises the Wing IG and Wing Commander on all activities related to CRP and FWA, especially matters that are unprecedented, controversial, highly visible, or of significant importance to the Commander or public. Acts as the Commander's eyes and ears to be alert for and keep senior leadership informed of the Wing climate and matters that are indicative of systemic, morale, or other problems that may impede efficiency and mission effectiveness. Hears, analyzes, and investigates a variety of IG complaints, grievances, inquiries, and/or suggestions at any time from military members (retired and active), civilians, dependents, or the general public. Assists in the management of policies and procedures for conducting complex complaint analyses from initial receipt of complaint through case closure. Conducts interviews and research to obtain facts sufficient to analyze and support the conclusions of the investigation and determine whether allegations are substantiated or not. Complaints are all thoroughly analyzed utilizing initiative, knowledge, and experience to reach a resolution strategy or to further consult with various referral and/or assistance agencies. Plans, coordinates, and initiates the actions necessary to resolve the complaint and defines parameters for investigative efforts and tailors the techniques to fit each situation. Makes independent decisions in complex IG case situations of extreme sensitivity, public or congressional interest, where there is often limited precedent or procedures to rely on. Reviews Reports of Investigation, Referral Completion Reports, and Hotline Completion Reports for accuracy, administrative, and investigative sufficiency. Ensures the confidentiality of the IG Program to help prevent unwarranted invasions of privacy and ensures security and integrity of case files. Collects and reports sensitive complaint and investigatory information regarding Officers and Senior Officials. Provides guidance to investigating officers on investigative duties and manages their on-going efforts. Maintains oversight of the Secretary of the Air Force Inspector General Automated Case Tracking System (ACTS). Provides training to the IG personnel and the WIT members on CRP and protected communication. Trains Commanders and base populace on their rights and responsibilities regarding CRP and FWA.

REQUIREMENTS/CONDITIONS OF EMPLOYMENT:

Males born after 31 December 1959 must be registered for Selective Service.

This position requires a secret security clearance; the incumbent of this position must obtain and maintain a secret clearance. Work may require access to higher classified information. Must be able to obtain and maintain the appropriate security clearance.
This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
Employee will be required to wear and use personal protective equipment as required and provided by the employer.
This is an ANG Title 32 Excepted Service National Guard position requiring Military Membership in the State Air National Guard.
Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment. Note: The caveat is that the States, Territories, and the District of Columbia cannot drug test until a drug free workplace policy has been established and approved by the United States Department of Health and Human Services.?
IAW AF guidance, incumbent must complete the wing Inspector General Training Course Inspections (IGTC-I) within 180 days of appointment; must complete Inspector General Training Course Complaints Resolution (IGTC-Q) within 180 days of appointment; and IG appointees for nuclear-capable units will complete the USAF Nuclear Inspector Course within 180 days of assignment. Successful completion of other courses will be accomplished IAW applicable DoD, AF, and National Guard Bureau regulations. Recommend completion of the NGB/IG Advanced Course within one year of appointment.
