Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Special Operations Coomand (Army) Intelligence Section, Fort Liberty, North Carolina.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Requires extensive travel, both CONUS and OCONUS, up to 30% of the time, on very short notice
  • Requires frequent extended duty with long hours under high pressure with generally high-risk job responsibilities.
  • Requires duties to be performed under austere and potentially hazardous conditions during exercises and deployment operations. Uniform is required.
  • May be required to deploy into areas in which hostile action may occur. Specific training and immunization requirements as appropriate for OCONUS deployments.
  • Must be able to obtain and maintain a Top-Secret security clearance based on a single scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI) and selected Special Access Programs.
  • Shift work, irregular tours of duty and/or extended duty will be required.
  • May be required to undergo psychological screening.
  • Must be willing to undergo and successfully complete counter-intelligence scope polygraph examination with No Deception Indicated (NDI).
  • Must apply for and obtain Staff-Like-Access (SLA) in order to perform temporary duty with Other Government Agencies.
  • This is an Emergency-Essential (E-E) position subject to deployment. *For more information, please see the 'Qualifications' section of this Job Opportunity Announcement.
  • Individual must meet requirements specified on SF78, Certificate of Medical Examination, for position at overseas/deployed location and receive immunizations appropriate to the overseas location.
  • Emergency Essential employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action.
  • Emergency Essential Civilians are required to sign a DoD Form 2365. (See DoDD 1200.7, DoDD 1404.10, DoDD 1400.31, DoDD 1400.32; and AR 690-11.).

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe at least one (1) year of experience at the GG-13 grade level, or equivalent, which prepared you to do the work in this job. Specialized experience is defined as:
1. Experience with two or more intelligence disciplines, such as HUMINT, SIGINT, IMINT or MASINT;
2. Formulating intelligence plans; experience with intelligence policies, procedures and/or regulations.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS/GG-13).

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

Note:
This is an Emergency-Essential (E-E) position subject to deployment; E-E and must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action. Anthrax inoculation program participation may be required to meet deployment requirements. This position is considered E-E in support of Army's mobilization and wartime mission during periods of increasing tension and mobilization. Position is considered E-E because (1) no qualified and immediate replacement exists; and (2) having it vacant would (a) impair the effective operation of essential military support systems, or (b) adversely impact the combat mission of deployed forces. Failure to remain in your position may result in separation for the efficiency of the Federal Services. E-E Civilians are required to sign a DOD Form 2365; and agrees that, as a requirement of the position, he/she will remain in the event of hostilities or mobilization until relieved by proper authority. Single parents or families, where both parents are emergency essential, are required to prepare a family care plan. E-E selectees may be required to undergo nuclear-biological and chemical training, and to participate in readiness tests, mobilization, alerts, and field training exercises. Must pass a medical examination and receive required immunizations for the overseas/deployed location. E-E personnel may be required to perform duties under austere and potentially hazardous conditions during exercise and real-world crisis deployments.
