Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Intelligence and Security Command, Mission Support Command, Stable Shadow Program in Camp Arifjan, Kuwait.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to work extended hours in a deployed environment.
  • Position is designated Emergency Essential (E-E) in support of mobilization and wartime mission. See Additional Information section.
  • Position requires duties to be performed under austere and potentially hazardous conditions (to include inclement weather) during exercises and deployment operations. See Additional Information section.
  • May be required to work irregular shifts/hours.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe at least one year of experience equivalent to the GG/GS-12 that prepared you to do this job. Specialized experience is defined as experience identifying the need for linguists in response to theater operations. This definition of specialized experience is typical of work performed at the next lower grade/level in the Federal service (GG/GS-12).

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).

  • The initial length of this overseas tour is 3 years.
  • TERM: This announcement is for a term position. Permanent employees who apply, are selected for, and ultimately accept this position will be converted to a term appointment. Term positions in DCIPS may be extended up to a maximum of five years. This position cannot be made permanent.

  • Payment of Permanent Change of Station (PCS) costs are not authorized, based on a determination that a PCS move is not in the Government interest.
  • Position is designated Emergency Essential (E-E) in support of mobilization and wartime mission. If designated E-E, employee will be required to remain in the overseas position in the event of hostilities or mobilization until relieved by proper authority. E-E employees are required to undergo nuclear, biological and chemical training and to participate in readiness tests, mobilization, alerts, and field training exercises. Requires extensive travel, both CONUS and OCONUS, up to 80% of the time, on very short notice. Frequent extended duty with long hours under high pressure with generally high-risk job responsibilities. Prior to appointment to the position, employee will sign a statement agreeing to the E-E condition of employment. Emergency Essential employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action. Emergency Essential Civilians are required to sign a DoD Form 2365. (See DoDD 1200.7, DoDD 1404.10, DoDD 1400.31, DoDD 1400.32; and AR 690-11).
  • Position requires duties to be performed under austere and potentially hazardous conditions (to include inclement weather) during exercises and deployment operations. May be required to deploy into areas in which hostile action may occur. A medical examination, specific training and immunization requirements as appropriate for OCONUS deployments is required.
