ITS Vice Presidency Context:
Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty and promote shared prosperity in a sustainable way by delivering transformative information and technologies to its staff working in over 150 locations. Our vision is to transform how the Bank Group accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group.
ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients; empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform.
Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. The third principle is to excel at the basics by providing a high performing, robust, and resilient IT environment for the organization.
The World Bank Group Library provides services to approximately 24,000 WBG staff and consultants in Washington, DC and worldwide. The unit provides access to many eResources (databases, eBooks, eJournals, etc.), reference and research services, training, and custom solutions for organizational information needs.
The WBG Library is a unit of ITS Library & Publishing (ITSLP) team, within the Information and Technology Solutions Knowledge and Information (ITSKI) unit, which is part of the Information & Technology Solutions (ITS) Vice Presidency. ITSKI provides information services to the World Bank Group and to the public. The services are provided by two units: Library & Publishing (ITSLP) and Archives & Records (ITSAR). This position is in the World Bank Group Library which is in ITSLP.
The Library information analyst will work with all Library clients, regardless of their location. The selected candidate will be joining a dynamic, international team based in HQ (Washington, DC) with an expectation to work in a hybrid environment (some Home-Base-Work and in person at HQ).
Librarians are responsible for supporting the information resource and service needs of all WBG (World Bank Group) staff. They provide a complete lifecycle of reference and research services, from ready reference to in-depth research. Library professionals strategically use information to advance the mission of the organization. They identify priority areas of interest to units and Bank Group staff to ensure the library continually updates and maintains its collections and resources in line with institutional priorities. They also notify staff of the latest items of interest using available technologies, e.g., APIs, alerting functionalities, the Library's licensed content and through staying on top of trends.
Library professionals design and develop learning programs, especially to promote licensed content and library resources on a variety of topics of interest to staff. They design and implement marketing and outreach programs. They create and publish websites and manage Web content including topical, virtual research guides. They assist staff by delivering research and reports, and help evaluate information, especially data or information generated by AI (Artificial Intelligence).
Librarians demonstrate expertise in various areas of information and library science. They have outstanding customer service, teamwork, communication, and support skills and can engage with clients via a variety of platforms.
The Library Information Analyst, under the supervision of the RRRS Team Lead at the World Bank Group Library, staffs the RRRS desks by answering ready reference or basic library enquiries both in person and virtually, using corporate platforms and tools. The successful candidate also provides critical service to support the wide scope of the WBG robust research agenda. The library analyst delivers, in a timely and accurate way, difficult-to-find, or not subscribed/licensed content (journal articles, books, chapters, grey literature and more) to its patrons, via Interlibrary Loan (ILL) or Document Delivery (DD) services
The WBG Library is also part of the Library Network, a group of libraries supporting the work of the World Bank Group and International Monetary Fund staff around the world.
Main functions and responsibilities:
• Staff the WBG Library desks (virtual and physical), including providing general guidance to Library clients using our data corner to orient clients on basic usage of data/statistical tools.
• Provide guidance on best practices for Interlibrary Loan and Document Delivery to expedite requests and contain costs and usage analysis to inform purchasing decisions.
• Back up handling and processing Interlibrary Loans and Document Delivery (ILL/DD) requests, respecting turn-around times noted in the Library Service Level Agreements.
• Use the WBGL Case Management System (CSM), the Integrated Library System, and its back-end system, to handle Library client requests for materials not available through Library licensed content and subscriptions.
• Search for and locate books, chapters, journal articles and other materials from various library resources primarily in digital format.
• Deliver physical materials to WBG staff located at Headquarters or overseas, when applicable.
• Return loaned physical materials from other partners effectively and on time when applicable.
• Purchase materials using a corporate credit card (PCARD) and deal with related administrative duties (audit, verification, and reconciliation).
• Use knowledge of Open Access or academic search engines resources to support Library client requests.
• Work effectively, as a team member, supporting library services, beyond the RRRS desks, such as the Research; Digital Content Development (procurement, acquisitions) and the Outreach and Promotions (training, marketing) teams.
• Test/pilot library-related web services and products, including updating Libguides,prepare and present statistical usage reports, periodically, or when required.
• Able to present and train others in library services and resources, when required, e.g., formal presentations and ad-hoc one-on-one sessions with clients.
• Demonstrate the ability to work in, and with, a diverse global workforce.
• Mentor, motivates and provide direction, guidance and training to junior team members in carrying out the defined work program.
• Participate in day-to-day development and maintenance of information resources and services and provides quality control.
• Contribute to the formulation and implementation of Library policies, standards, guidelines, and procedures.
• May coordinate or supervise other library team members or small groups or lead Library projects.
• May serve on volunteer committees or task forces to contribute to departmental or organizational initiatives.
Selection Criteria
• Bachelor's or Master's degree with 2 years relevant experience OR equivalent combination of education and experience.
• Fluency in spoken and written English is necessary. Language skills outside of English considered a plus.
• Solid Library client service orientation.
• Experience in Library administrative tasks and processes.
• 3 to 5 years of relevant Interlibrary Loan, resource sharing and document delivery services, plus other related Library, or information delivery experience.
• Strong knowledge and proficiency on research tools and ILL platforms such as: OCLC, DOCLINE, Reprints Desk and other tools such as major Publisher's sites, for searching and purchasing library material.
• Knowledge of Springshare and Libguides
• Knowledge of Microsoft Office Suite, particularly Excel and Outlook.
• Knowledge of Web searching and browsing.
• Knowledge of commercial and non-commercial library lenders' platforms and products.
• Experience using a Case Management System to answer and monitor library requests.
• Solid communication skills.
Desired Qualifications:
• Knowledge of Ex Libris platforms (ALMA and Primo), particularly for searching bibliographic references or other similar library systems.
• Experience using research tools such as Google Scholar, ResearchGate, Kopernio, Lazy Scholar, Lean Library, etc. to search and locate references and materials.
• Experience using library databases such as JSTOR, PubMed, EconLit, ScienceDirect, Bloomberg, etc.
• Experience with administrative processes, purchasing, payments with corporate credit card, reconciliation, invoicing, and reporting (i.e., XiBuy, SAP's reconciling tool).
• Knowledge of, or familiarity with, copyright and other library compliance matters.
• Familiarity with the Controlled Digital Lending (CDL) model as a new library trend.
• Experience using communications tools such as Webex and Microsoft Teams.
• Ability to learn from other experts or through attending webinars or conferences and to share and apply knowledge with the WBG Library team.
• Basic knowledge of Data software and tools (Stata; Python; R) and statistical databases.
