Summary

About the Position: Announcement will be used to fill a IT Cybersecurity Specialist (INFOSEC/PLCYPLN), NH-2210-04, position. This position resides at the JPEO-CBRND Headquarters and reports directly to the Chief Information Officer (CIO). The NH-04 pay band encompasses grades 14-15 under the General Schedule (GS) system.

This is a Defense Cyberspace Workforce Framework (DCWF) position as outlined in DoDD 8140.01 -Cyberspace Workforce Management.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at the Practitioner level in the Acquisition Career Field Engineering and Technical Management within 60 months of entrance on duty.
  • The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
  • Business travel required up to 10% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • This position requires Information Assurance Management (IAM) Level III certification, or the incumbent must be able to obtain certification within six (6) months of appointment in accordance with DoD 8140.01-M.
  • This position is subject to a pre-employment screening, and random drug testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • One-year probationary period may be required.

Qualifications

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.

This position is subject to a salary control point established in the JPEO-CRND Acquisition Demo Business Rules. This control point limits salary to a max of $181,216 (GS-14, step 10).

Term Appointment NTE - Position will be filled as a Term Appointment NTE 13 Months. Term appointments may be extended up to a maximum of six years and may be made permanent without further competition at management's discretion.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

Individual Occupational Requirements (IOR): I have IT-related experience demonstrating each of the four competencies listed below based on the grade level required of the position being filled: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the IOR requirements above, you must meet the Specialized Requirements below.

Specialized Experience:
One year of specialized experience is defined as: 1) Provide technical guidance on Information Systems Security using multiple networks and classification levels; 2) Develop command polices, directives and guidance concerning cybersecurity, network defense and information assurance activities; 3) Implement policies on Information Systems Security to ensure awareness and compliance with new security controls, technologies, and threats; 4) Oversee Information Systems contracts to provide input on contract modifications, change requests, Performance Work Statements and Statements of Work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03)/GS-13.

  • This is not a remote position. Applicants will be expected to report to the identified worksite a minimum of one day a week or more depending on work requirements and supervisory approval.
  • This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
