These job openings are in the Bureau for Humanitarian Assistance (BHA), in the following office: Office of Humanitarian Business and Management Operations.

Qualifications
Description of Organization: Bureau for Humanitarian Assistance (BHA) provides global leadership and a strategic approach in humanitarian response, promoting human welfare, alleviating suffering, and providing the foundations for transformative change and self-reliance serving both national foreign policy interests and people in need of humanitarian assistance. BHA fulfills USAID's role as the lead U.S. Government Agency for responding to emergencies and disasters overseas with both food and non-food emergency assistance, as well as providing a holistic approach to USAID's programming across the spectrum of preparing for, responding to, mitigating, and preventing disasters.
Specialized Experience:
GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a)researching and developing strategies, plans, and program guidance and/or managing business systems in support of the execution of acquisition and assistance award making; b) serving as an advisor for internal offices and other key stakeholders on new developments and effective approaches to award making processes and/or the most effective implementation methodology of business systems, and internal policies; and c) being a technical liaison between Agency stakeholders and/or with donors, to coordinate their efforts with regards to programs, policies, and approaches to acquisition and/or assistance.GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. Selective Placement Factor:
This position has a Selective Placement Factor, which is a skill, knowledge, ability, or other characteristic essential for the job's satisfactory performance. The Selective Placement Factor represents the minimum requirements for this position and is a prerequisite for appointment. Applicants who do not meet the Selective Placement Factor are ineligible for further consideration.
Selective Placement Factor: Your resume must demonstrate experience developing and recommending acquisition and/or assistance solutions that drive continuous improvement of the efficiency and effectiveness of the processes and/or systems of a civilian-based international humanitarian assistance or development organization.
Experience includes both paid and unpaid activities, such as volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work provides training and experience that can translate directly to paid employment. Qualifying experience, including volunteer experience, that aligns with the duties of this position will be considered.
