Who we need…
MSLLC has a unique opportunity for NEPA Specialist to support The Department of Energy’s largest program ever to invest in clean energy technologies and climate action, funded under the bipartisan Infrastructure Reduction Act of 2022. The issuance of grants by the federal government may be a major federal action subject to compliance with the National Environmental Policy Act (NEPA) and related environmental and cultural resource laws and regulations.
Responsibilities:
The Candidate shall provide professional services to support NEPA compliance. Primary services and tasks may include, but are not limited to:

  • Support compliance with NEPA regulations and guidance, including requirements of the Council on Environmental Quality regulations for the implementation of the procedural provisions of NEPA (40 CFR 1500-1508), and DOE NEPA implementing procedures (10 CFR 1021).
  • Support compliance with applicable cross-cutting statutes, regulations, and Executive Orders (EO) including, Section 106 of the National Historic Preservation Act (NHPA), Section 7 of the Endangered Species Act (ESA), Section 404 of the Clean Water Act (CWA), Clean Air Act (CAA), Occupational Safety and Health Act (OSHA), and EO 13175-Consultation and Coordination with Indian Tribal Governments.
  • Support federal staff in consultations with various agencies including: the Advisory Council on Historic Preservation and State Historic Preservation Officers to comply with NHPA; the U.S. Fish and Wildlife Service and the National Marine Fisheries Service to comply with ESA and/or the Marine Mammal Protection Act; the U.S. Army Corps of Engineers to comply with wetland and waters of the U.S. protections afforded by the CWA; the U.S. Environmental Protection Agency regarding air quality conformity determinations under the CAA, and; Tribal organizations to ensure appropriate government-to-government consultation and coordination pursuant to EO 13175.
  • Assist in identifying required permits and authorizations, associated timelines, and information requirements for applications for financial assistance and projects selected for federal funding.
  • Support federal staff in all aspects of the NEPA review process including, but not limited to, document preparation, document review, impacts analysis, coordination with recipient/applicant and recipient’s/applicant’s contractor, identification of cooperating agencies, Tribal coordination and consultation, interagency consultation, planning and conducting public meetings and public comment opportunities, comment response, identification of mitigation measures, and identification of pre and post-construction monitoring requirements.


Qualifications:
 

  • Due to the nature of the government contract requirements and/or clearances requirements, U.S. citizenship is required.
  • Ability to obtain DOE site badge and eligibility to obtain a DOE security clearance, including ability to meet all MSLLC employment background check requirements.
  • This position is remote, with the expectation that candidates can work during Eastern Time Zone office hours. Residency in the United States is a mandatory requirement. 
  • BS or MS in engineering or science (environmental, chemistry, biology, geology, etc.), or related advanced degree. 
  • 7-10 years of relevant NEPA experience is required and knowledge of NEPA requirements.
  • Experience with NEPA compliance projects, including drafting Environmental Assessments or Environmental Impact Statements.
  • Experience in the DOE energy sector preferred.
