The Development Finance Vice-Presidency (DFi) isresponsible for the management and monitoring of policies, procedures, andresources for the World Bank's development financing vehicles. DFi sets thepolicy framework for the World Bank Group's development finance by engaging instrategic resource mobilization, playing an intermediation role to help alignthe needs of recipients, WBG institutional priorities, and priorities offunding partners, through a variety of funding instruments. These include theInternational Development Association (IDA), the World Bank's fund for thepoorest, the International Bank for Reconstruction and Development (IBRD), andTrust Funds, including Financial Intermediary Funds (FIFs).

Within DFI, Corporate IDA and IBRD (DFCII) isresponsible for the replenishment and stewardship of IDA, the Bank's principalfacility for providing highly concessional resources to the world's poorestcountries, as well as for supporting senior managers and the WBG Board inIBRD's financial management by recommending policies and strategies related toIBRD medium-term financial and capital planning, overall balance sheetmanagement, and annual decisions on loan terms and income allocation. DFCII monitors the implementation ofthe IDA policy mandates within the Bank, undertakes a significant policyresearch agenda, and participates in review activities at the country andinstitutional levels. In addition, DFCII manages the allocation of IDAresources (both volumes and terms) to eligible countries as per IDA prioritiesand maintains policy dialogue with donors. Working closely with OPCS, Regionsand the Practice Groups, it takes the lead in preparing IDA replenishmentpapers which form the basis for policy discussions with IDA's contributingcountries and borrower representatives.

DFCII consists of twounits, the IBRD-IDA Corporate Finance unit and the IDA Strategy and Operationsunit. The IDA Strategyand Operations unit is responsible for the operational aspects of IDA,including development of policies for the allocation of IDA resources;development and implementation of IDA's operational policies; allocation of IDAresources; the SDFP Secretariat; and the Private Sector Window Secretariat. TheStrategy and Operations Unit is made up of a diverse, experienced, andmotivated team of economists, finance and development specialists. In supportof these areas of responsibility, the unit is required to establish andmaintain robust analytical infrastructure in the form of models, data, systemsand expertise to ensure robust support to IDA replenishment and income andbalance sheet projections and scenarios to support institutionalpolicy-formulation and the Board's decision-making process. In addition,the department works on the outreach and communication necessary to gatherpolitical consensus around strategic and policy decisions. The unit has recently completed the IDA20 Mid Term Reviewand is now starting the IDA21 replenishment process.

The Operations Analyst will be part ofthe IDA Strategy and Operations unit, supporting the Replenishment Process andStakeholder Engagement, while also carrying analyst tasks in other areas (SDFP,Windows) as needed.

Duties & Responsibility:

The Operations Analyst will report to the Manager, IDA Strategy and Operations team, being supervised by the Lead Operations Officer in charge of the Replenishment and Stakeholder Engagement, and collaborate with other department members to assume a range of operational, corporate and client-facing work.

Main duties and accountabilities will include the following:

1. On IDA Replenishment Meetings

• Support the preparation, organization and execution of IDA replenishment meetings as well as IDA Deputies' Days, including timely, responsive and quality-oriented completion of appropriate arrangements for physical facilities, catering, interpretation, security, protocol and other hospitality provisions and all meeting logistics• Support the organization of the IDA Forum and other critical events, as needed• Leverage networks and resources, and maintain quality client, donor, internal and external partner relationships to ensure optimal strategic engagements and respond effectively to complex issues and inquiries• Coordinate, monitor and ensure quality, in developing, updating, facilitating and disseminating knowledge and information websites, digital and print materials for the different replenishment meetings• Handle other ad hoc duties as assigned.

2. Support to Windows/ SDFP

• Coordinate the work of the SDFP Secretariat in the management and processing of Performance and Policy Actions (PPA) Notes and Implementation Assessment Notes (IANs) submitted by IDA Countries required to prepare PPAs• Coordinate, take stock, monitor, maintain database, and file the comments to the PPA Notes and IANs within the team and with other relevant Departments (i.e., OPCS, CRO, EFI, LEG)• Continue monitoring the PPA Management Tool• Support the preparation of the SDFP Annual Implementation Update to the Board and to the IDA Deputies, including undertaking in-depth analysis of the PPAs for the Board Paper• Conduct analysis and prepare graphics, detailed tables, briefing notes, talking points, and presentations as input to IDA reports, talking points, or briefs for senior management, corporate units, or Board, as needed • Support the team with high-level and in-country Program of Creditor Outreach events as indicated by the Lead/Sr Economist, and helping the team with organizing the event, drafting choreography, etc• For a window to be determined: Support Window leads reviewing proposals from CMUs/ regions, conduct relevant analyses to determine eligibility and amounts, monitor usage of window resources, outreach, preparation of presentations, etc.

Selection Criteria

• Masters' degree in a relevant field with at least two years of relevant experience.• Demonstrated significant experience in event planning and coordination skills with good business acumen.• Demonstrated basic understanding of different facets of operations and linkages with Bank Group priorities• Has basic knowledge of World Bank Group organizational structure and its goals (IBRD, IDA, IFC, MIGA, and ICSID)• Has basic understanding of Bank's development initiatives and policies and practices related to lending and non-lending operations • Conducts information/ data research under senior staff guidance • Outstanding interpersonal skills and demonstrated ability to interact with an extensive network of contacts with all levels of staff, clients and Government officials• Keen understanding and political awareness of relevant internal and external factors and their impact to our clients.• Outstanding organizational, prioritization and planning skills and project management; demonstrated ability to handle competing priorities under tight deadlines• Significant experience working with Senior Management.• Demonstrated experience in relevant software applications, for instance Microsoft Office, SAP and Sharepoint.• Strong knowledge and understanding of DFi mandates and priorities.• Excellent attention to detail and accuracy, and excellent written and oral communication skills• Strong initiative and sound judgement to handle complex/sensitive issues• Proven ability to work effectively as individual contributor as well as in a team.
