Your Opportunity
Stantec's Environmental Services team is seeking mid-level Permitting Specialist with demonstrated experience in infrastructure permitting and regulatory compliance to assist with acquisition, management, and implementation of permits and approvals for construction, commissioning, and operation of the Willamette Water Supply Program (WWSP), a $1.6-billion water supply program. These permits and related regulatory commitments enable program compliance and progress and include, but are not limited to, natural and cultural resources, land use, hazardous materials, site development, utilities. The work environment is fast-paced, collaborative, and dynamic and requires a candidate who is both detail-oriented and an effective communicator and collaborator.
This position is based at the WWSP office located in Beaverton, Oregon, but is primarily remote with supervision from a Permitting Manager. The Permitting Specialist interfaces daily with other WWSP permitting staff and consultants, leadership, multiple project teams, leaders and representatives of various functional areas, technical specialists, external design engineers and construction personnel, and others. The position will also integrate with Stantec's broader Environmental Services team and will provide opportunity to build a professional network and collaborate on projects with professionals in our Portland office and across the western United States.

Your Key Responsibilities:
The primary responsibilities for this role will include:
- Assist WWSP teams to manage and update a comprehensive mechanism to inventory and track permits and related regulatory commitments and communicate these requirements to program teams.
- Collaborate with WWSP personnel and external permitting consultants, design engineers, and construction contractors to prepare permit documentation.
- Serve as primary point of contact to select regulatory agency representatives.
- Coordinate with program and project teams to implement risk management plans relating to permits and compliance.
- Prepare analyses, reports, and presentations to support program and project-level permitting, compliance, impact mitigation, and related activities.
- Participate in development of permitting-related plans and information to enable the program to transition from construction into long-term operation.
- Maintain records for permitting, compliance, mitigation, and related activities.
- Serve as a technical reviewer within the program quality review process.
- Conduct all work assignments in a safe manner and ensure the safety of others by following established health and safety guidelines and policies.
Qualifications
Your Capabilities and Credentials
- Demonstrated general knowledge of infrastructure permitting processes including permits and regulatory commitments related to natural and cultural resources, land use, hazardous materials, site development, utilities. Knowledge of Oregon-specific permitting requirements and/or experience with water/wastewater infrastructure are preferred but not required for this position.
- Strong written and verbal communication skills including the ability to communicate effectively with interdisciplinary teams that may include design, construction, safety, permitting, land use, real estate acquisition, finance and controls, procurement, and public outreach personnel.
- Strong organizational and file management skills including use of the Microsoft 365 applications and the ability to effectively function with limited supervision while managing multiple and shifting priorities.
- Demonstrated ability to work effectively as both an individual contributor and team member and to build and maintain positive working relationships.
Education and Experience
- BS or BA in physical/natural sciences, natural resources, planning, engineering, or a related discipline
- Minimum 3 years of relevant experience
- Must have a good driving record and valid driver's license.
Prior to employment with Stantec, the candidate may be required successfully pass a physical and drug/alcohol screening, if applicable.
